⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall : ①Not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause. ②Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting. ③Have Grade C or more in in the Kanto-Koshinetsu area in "Sale of product" in terms of the qualification for participating in tenders related to the Ministry of Justice (Single qualification for every ministry and agency) for the purpose of procurement in the fiscal year of 2022, 2023 and 2024. ④Have permission to be a retail gas business in accordance with Article 3 of the Gas Business Law. ⑤Meet the qualification requirements which the Obligating Officer
Director may specify in accordance with Article 73 of the Cabinet Order. ⑥Suppliers who intend to put in a bid without above qualifications maybe eligible only if they will be entitled to the qualifications, registered on the list of qualified bidders, and considered to have the relevant grade.
