⑹ Qualification for participating in the tendering procedures : Eligible to participate in the proposed tender are suppliers who :
① do not come under Article 70 of the Cabinet Order on the Budget, Auditing and Accounting ; this stipulation is waived for minors or other persons under the supervision of a guardian or assistant, provided that they have the supervising person"s consent to enter into a contract ;
② do not come under Article 71 of the Cabinet Order on the Budget, Auditing and Accounting ;
③ are classified as Grade A or B in "Research," "Software development" or "Other services" under the category of "Offer of services" in terms of the qualification for participating in tenders invited by the House of Representatives (Single qualification for every ministry and agency) in the Kanto Koshinetsu Area for the purpose of procurement in fiscal 2022, 2023 and 2024 ; and
④ have not had their designated contractor status suspended by the House of Representatives
