Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause ② Those who do not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting ③ Those who are not currently in the suspension period for nomination by Ministry of Health, Labour and Welfare, Ministry of Justice, Japan Organization for Employment of the Elderly, Persons with Disabilities and Job Seekers, JEED and Courts in Japan ④ Those that Have Grade A, B or C on "Sale of products" in terms of the qualification for participating in tenders by the Ministry of Health, Labour and Welfare (Single qualification for every ministry and agency) in the fiscal years 2022, 2023 and 2024 ⑤ Those that have no false statement in tendering documents ⑥ Those whose business conditions and creditworthiness are not considered as severely deteriorated ⑦ Those that are in compliance with Labor-related laws and regulations ⑧ Those that have the following qualifications established by the Official in charge of disbursement of the procuring entity, based on Article 73 of the Cabinet Order concerning the Budget, Auditing and Accounting ・have registered in accordance with Article 2-2, Electricity Utilities Industry Law ・have has submitted a report for 2022 from the viewpoint of environmental consideration including carbon dioxide emission saving in accordance with a 「certificate of compliance」as attached and marked 70 or more score. ⑨ Those that have not failed to apply to the following system nor have failed to pay following insurance fees for the 2 years prior to the tendering bidding application deadline (as for (ⅳ) the 2 fiscal years prior to the deadline) (ⅰ) Welfare Pension or National Pension (ⅱ) Health insurance (for those who are governed by National Health Insurance Association) (ⅲ) Seamen"s Insurance (ⅳ) Labor Insurance ⑻ Time-limit for tender : 11 : 00 AM, 30 January 2024 ⑼ Contact point for the notice : Hideki Sugai, Facilities Section, Accounting Division, General Affairs Department, Tokyo Labour Bureau, 1-2-1 Kudan-minami, Chiyoda-ku, Tokyo 102-8305, Japan.
