Summay of notice	⑴ Official in charge of disbursement of the procuring entity : Yoshiko Shimohira, Director of the General affairs, Shizuoka Labor Bureau. ⑵ Classification of the services to be procured : 26 ⑶ Nature and quantity of the products to be purchased : Electric power supply to be used at 10 locations under the jurisdiction of the Shizuoka Labor Department Contracted power : 524kW, Planned annual power use : 828737kWh ⑷ Delivery period : From 1 April 2024 through 31 March 2025. ⑸ Delivery place : The place specified by the Director of the General affairs. ⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall ; ① Not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Curatorship or person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause. ② Not come under Article 71 of the Cabinet Order on Budgets, the Settlement of Accounts and Accounting. ③ Have Grade A, B, C or D in the Selling in terms of the qualification for participating in tenders by Organizations related to the Ministry of Health, Labor and Welfare (Single qualification for every ministry and agency) in the fiscal years, 2022, 2023 and 2024. ④ Be a person who is deemed not to state false Facts in the qualification screening application form or attached document. ⑤ Those persons recognized as not having an extreme decline in their operating circumstances or perceived trustworthiness, and who are able to appropriately execute contracts. ⑥ For bidders subject to the following insurance system of each item, and it is not in arrears either of insurance premiums for the last two years of the bid submission deadline of this bid ; a : Welfare annuity insurance, b : Health insurance (the thing which association of national health insurance has jurisdiction over), c : Seamen"s insurance, d : National pension, e : Worker"s compensation insurance, f : Unemployment insurance ⑦ Receiving the registration of the retail electricity company based on a rule of Clause 2 of Electricity Enterprises Law Article 2. ⑧ Those persons who fulfill the standards noted in the bid tender and specifications from the perspective of the aspects of CO reduction. ⑨ Do not receive the measures of the nomination stop from Ministry of Health, Labor and Welfare. ⑩ Within the past year, you have not received administrative punishment etc due to violation of law of the Ministry of Health, Labor and Welfare. ⑺ Time-limit for tender : 3 : 00 P.M. 15 December 2023 ⑻ The date, time and place of the bid opening : 3 : 05 P.M. 15 December 2023/In principle, the bid opening will be held without participant. ⑼ Other : For details concerning this tender, refer to the Tender explanation. ⑽ Contact point for the notice : Koujirou Sasaoka, Accounting section 1, General Coordination Department, Shizuoka Labor Bureau, 9-50 Aoi-ku Outemachi Shizuoka-city, Shizuoka 420-8639 Japan Tel 054-254-6393
