⑹ Qualifications for participating in the tendering procedures : Suppliers eligible for participating in the open tender are those who come under the following items at the time of the examination date, with the examination date set as the due date of receipt of the documents required for the tender. In addition, suppliers who no longer come under the following items after the examination date and up to the time of the decision being made on the successful supplier shall not be eligible to participate in the open tender :
① The supplier does not come under Article 6 of East Nippon Expressway Company Limited"s regulation concerning the contract procedures (Regulation No. 16 of 2005).
② The supplier has produced, and published web advertisements on any of media listed in Specifications 2-2 (i) to (ⅳ), and has produced and published videos on the media listed in Specifications 2-2 (V) after 2018 fiscal year. The supplier shall submit a certificate of proof of the history of performance as evidence of its track record.
③ Not to have been subject to transaction suspension measures imposed by East Nippon Expressway Company Limited during the period from the examination criteria date to the date of the decision on the bidder.
④ There shall have been no funding or personal relationships with those intending to participate in the bidding during the period from the examination criteria date to the date of the decision on the bidder.
⑺ Time-limit for the submission of application forms and relevant documents for the qualification : 4 : 00 P.M. 5 June. 2023
⑻ Time-limit for the submission of tender : 4 : 00 P.M. 29 June. 2023
