Name of Activity: Development of business processes to implement an Unemployment Insurance Benefit under the National Insurance Scheme.

The Government of Jamaica/Ministry of Labour & Social Security has received financing from the World Bank toward the cost of implementing the Social Protection for Increased Resilience and Opportunity (SPIRO) Project and intends to apply part of the proceeds for consulting services for the development of business processes to implement an Unemployment Insurance Benefit under the National Insurance Scheme.
Objective of the Consultancy: The primary objective of this consultancy is to develop and document business processes as well as to determine and justify the additional staff complement required to support the implementation of the unemployment insurance benefit under the National Insurance Scheme.
Duration of the Consultancy: The Consultant is expected to work for an estimated 110 business days over eight (8) months. If not located in Jamaica, the Consultant will be expected to travel to Jamaica on no more than two (2) mission(s) to meet with stakeholders, gather information, and hold the required workshop.
Selection Method: Individual Consultant Selection Method as set out in the Procurement Regulations. The evaluation will be based on academic, technical expertise and experience as detailed in the Terms of Reference.

The Ministry of Labour & Social Security now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services for development of business processes to implement an Unemployment Insurance Benefit under the National Insurance Scheme. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 setting forth the World Bank’s policy on conflict of interest.
