Assignment Title: Female Youth Unemployment Study (Gender Base Study)

The Government of Jamaica/Ministry of Labour & Social Security has received financing from the World Bank toward the cost of implementing the Social Protection for Increased Resilience and Opportunity (SPIRO) Project and intends to apply part of the proceeds for consulting services for a female youth unemployment study.
Objective of the Consultancy:
The main objective of this consultancy is to investigate the contributing factors behind the gap between male and female youth unemployment rates and examine the potential effects of programme and policy changes. The research will also examine the role of cultural perceptions, care responsibilities, and other socio-economic factors in shaping female youth unemployment in Jamaica.
Duration of the Consultancy:
The consultant is expected to complete the qualitative study in six months, within a schedule that will form part of the contract. The anticipated start date is April 2026.
Selection Method:
Individual Consultant Selection Method as set out in the Procurement Regulations. The evaluation will be based on academic, technical expertise and experience as detailed in the Terms of Reference.

The Ministry of Labour & Social Security now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services for Female Youth Unemployment Study (Gender Base Study). Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 setting forth the World Bank’s policy on conflict of interest.
