Assignment Title: Development of a Monitoring and Evaluation Plan for the Electronic Labour Exchange

The Government of Jamaica/Ministry of Labour & Social Security has received financing from the World Bank toward the cost of implementing the Social Protection for Increased Resilience and Opportunity (SPIRO) Project and intends to apply part of the proceeds for consulting services to develop a Monitoring and Evaluation Plan for the Electronic Labour Exchange (ELE) Unit within the MLSS.
Objective of the Consultancy
The main objective of the Consultancy is to develop a Monitoring and Evaluation Plan for the Electronic Labour Exchange within the Labour Division of the Ministry of Labour and Social Security in Jamaica.

The Ministry of Labour & Social Security now invites eligible individuals (“Consultants”) to indicate their interest in developing a monitoring and evaluation plan for the Electronic Labour Exchange within the Labour Division of the Ministry of Labour and Social Security in Jamaica. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 setting forth the World Bank’s policy on conflict of interest.
