REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICES – INDIVIDUAL CONSULTANT SELECTION)

Assignment Title: Senior IT Consultant to manage implementation of the development of the Social Protection Information System and the Labour Market Information System

The Government of Jamaica/Ministry of Labour & Social Security has received financing from the World Bank toward the cost of implementing the Social Protection for Increased Resilience and Opportunity (SPIRO) Project and intends to apply part of the proceeds for consulting services of a Senior Information Technology Specialist.

Objective of the Consultancy: The Senior Information Technology Specialist is required to oversee, coordinate, and manage the development of the Social Protection Information System and the Labour Market Information System for the delivery of key services in the Ministry of Labour & Social Security.

Duration of the Consultancy:The consultancy will be full-time for two (2) years in the first instance to commence by the end of June 2025.

Selection Method: Individual Consultant Selection Method as set out in the Procurement Regulations. The evaluation will be based on the academic, technical expertise and work experience as detailed in the Terms of Reference.

Minimum Requirements:

  • Bachelor’s degree or higher in information technology, computer sciences, mathematics, information systems management or business information systems. (Weight – 20%)
  • Specialized training in ICT project management or certified in international project management training such as Project Management Professional (PMP). (Weight – 15%)
  • Minimum 8 years’ experience in information systems development and ICT project management in the public and/or private sector, leading diverse teams and coordinating with IT vendors. Experience in public sector service automation and familiarity with e-Government solutions (local or international) are desirable. (Weight 25%)
  • Extensive experience in implementing information systems, with special emphasis on organizational change associated with the implementation of such systems, including knowledge of methodologies and standards for the implementation of information systems (Weight 20%)
  • Experience using a variety of systems analysis methods and techniques (methodologies for developing information systems, data collection techniques, visual modeling languages, etc.). Good understanding of different software and database system architecture options (including open-source architecture). (Weight 10%)
  • Experience with different platforms, tools, and operating systems. Broad knowledge of web applications (Weight 10%)
