Stock Condition Survey – 144 Properties
Cill Dara Housing Association (CDHA) owns 144 properties in County Kildare, and invites applications from suitably qualified firms to deliver a Property Stock Condition Surveys of these dwellings.
Scope of Survey
The purpose of the stock condition surveys is to enable CDHA make a reasoned and informed decision around future repair and maintenance obligations and expenditure and to facilitate the forecasting over a 30 year period to enable the adequacy an annual sinking fund provision for life cycle repairs.
The survey should take the form of an appraisal of the main parts of the structure including roofs (internal & external), walls, skirting, floors and finishes and external areas including fencing, paving, guttering, facia and soffits rising out of visual inspection only.
An assessment of the condition of all major components within the properties should be recorded, for example, kitchens, bathrooms, doors, windows, heat source, radiators, water installations, stairs, sanity fitting, soil pipes and electrical circuits.
The age of/end of life of fire system components within each property requires assessment and recording, those being CO alarms, smoke alarms and heat detectors. Communal fire systems are periodically checked and serviced by service provider but would need recording.
The survey should incorporate a 100% drive-by ‘impressionistic survey’ of the whole stock to accurately facilitate the cloning of data to uninspected properties based on suitable representative “donor” assets.
Any general comments pertaining to a property that would be deemed of importance to the association as the asset owner should be highlighted.
Where parts of the structure are inaccessible or unexposed and no opinion can be given, attention should be drawn within the report that such situations have arisen.
No tests will be carried out on electrical, plumbing, heating, or drainage installations.
The survey is to include all ‘common areas’ associated with multi occupancy buildings (internal & external).
The furnishing of a 30-year forecast of Cyclical and Planned Maintenance Works in respect of the findings of the condition survey.
A schedule of photographs of properties surveyed should be provided to compliment the report.
Capacity to complete the project within a 3-month timeframe from contract award.
