1. The Republic of Iraq has received financing from the International Bank for Reconstruction and Development (IBRD) toward the cost of the Basra Electricity Dissemination and Development Project (EDDP) and intends to apply part of the proceeds toward payments under the contract for Supply of 32 power transformers (33/11.5 kV, 31.5MVA), Al-Basra Governorate (Two Lots). For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.
2. The Ministry of Electricity (MOE)/South Electricity Distribution Company (SEDC) now invites sealed Bids from eligible Bidders for one or both of the following lots:
The key objective is to help maximize the efficiency, reliability and security of supply to load centers where reliability of supply is currently constrained. The scope is explained in detail in the bidding documents, Section VII Schedule of Requirements, and consists of: supply of 32 power transformer (33/11.5 kV, 31.5MVA), which includes manufacturing, delivery at site, testing of the goods, supervision of installation and commissioning.
The goods shall be delivered in eight (8) to eleven (11) months from Contract effectiveness. Partial delivery is allowed.
3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB), Single stage two envelops with rated criteria, as specified in the World Bank’s “Procurement Regulations for IPF Borrowers”, September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Interested eligible Bidders may obtain further information from Ministry of Electricity/ South Electricity Distribution Company / SEDC PMT Office / AL Abbasia /AL - 14th July Street/ In attn.: Kadhim Abdula Mohammed/Director of SEDC PMT and inspect the bidding document during office hours 09:00 am to 1:00 pm Basra local time at the address given below.
5. The bidding documents in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of USD 300 (Three Hundred USD) or equivalent in Iraqi Dinars. The method of payment will be in cash or certified cheque to the benefit of the South Electricity Distribution Company (SEDC). The document will be picked up from the Project Management Team (PMT) Office at the address mentioned below.
International bidders who are interested have the option to make the purchase via money transfer. The bidding documents will be e-mailed upon receipt of the nonrefundable fee of USD 300 (Three Hundred USD) transferred to SEDC’s bank account. Bank account details will be provided upon request, once the prospective bidders submit their company credentials and confirm their official email address. If the nonrefundable fee is not credited to SEDC’s bank account by the closing date, the bidder will be deemed ineligible to participate in the bidding process, and its Bid will be returned unopened. Should the fee arrive after the deadline, it will be refunded to the bidder.
6. Bids must be delivered to the address below on or before 11:00 am local time, 5th of May 2025. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 5th of May 2025, 11:30 am local time. All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.
7. All Bids must be accompanied by a Bid Security of USD 100,000.00 (or equal amount in Iraqi dinar of IQD 132,000,000.00 one hindered and thirty-two million IQD) for each Lot, in the form of Bank Guarantee or as a Certified Cheque. The Bid Security or the Certified Cheque shall be addressed to South Electricity Distribution Company (SEDC) and issued in the name of the bidder. The validity of the Bid Security shall be 28 days beyond the original validity period of the Bid.
Note: using this Two-envelope Bidding process requires placing the Bid Security in the first envelope-Technical Part
8. A pre-bid meeting for interested eligible Bidders will be held on April 08 at 11:00 AM Basra local time at the address given below
9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
