• The Republic of Iraq has received financing from the World Bank toward the cost of the Emergency Operation for Development Project-Additional Financing (EODP-AF)/ P161515 and intends to apply part of the proceeds toward payments under the contract for Completion and Rehabilitation of Baghdad-Baiji Line. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.
• The Iraqi Republic Railway Company now invites sealed Proposals from eligible Proposers for Completion and Rehabilitation of Baghdad-Baiji Line which includes the design services and completion of permanent way and rehabilitation of existing track for Taji-Baiji railway aiming towards its rehabilitation and converting it to modern UIC 60 standard gauge railway track. The existing line is deteriorated and in severely bad condition thus operating under slow order rides. The partially constructed railway embankment for the line-doubling purpose generally requires some earthwork embankment repairs and compensations, sub-ballast layer construction, track welding and track/switches laying and installation. It is foreseen that the duration of design services and construction will last for 24 months and cover approximately 200 km of railway line. These efforts highlight Iraq’s commitment to modernizing its railway infrastructure, enhancing regional connectivity, and fostering economic development through improved transportation networks.
• The procurement will be conducted through international competitive procurement using Request for Proposals (RFP) / Single-Stage without Initial selection as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2023 (“Procurement Regulations”), and is open to all eligible Proposers.
• Interested eligible Proposers may obtain further information from Baghdad Railway Central Station Building, 2nd floor, World Bank Project office, Baghdad, Iraq and inspect the RFP Document during office hours 09:00 to 14:00 Baghdad Time at the address given below.
• The RFP Document in English may be purchased by Interested eligible Proposers upon the submission of a written application to the address below and upon payment of a nonrefundable fee of US$ 400 (Four Hundred US Dollars) or equivalent in Iraqi Dinars. The method of payment will be cash payment or certified check to the benefit of the Iraqi Republic Railway Company. The method of payment for the foreign companies will be through direct deposit to the account number IQ43CBIR00103003490000 in the Central Bank of Iraq (CBI), and presentation of a deposit attestation from the (CBI). The document may be retrieved at the below address by the interested eligible Proposers. Alternatively, the document will be sent by electronic mail.
• A single-stage, two envelope RFP process will be used, and the Proposal will consist of (i) the Technical Part, without any reference to prices; and (ii) the Financial Part, as detailed in the RFP Document. The Technical and Financial Parts of the Proposals shall be submitted simultaneously in two separate sealed envelopes.
• The Proposal, both the Technical Part and the Financial Part, must be delivered to the address below on or before Thursday, November 14, 2024 at 12:00 pm Baghdad Time. Electronic Procurement will not be permitted. Late Proposals will be rejected. The Technical Part of the Proposals will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend at the address below on Thursday, November 14, 2024 at 12:00 pm Baghdad Time. The Financial Part shall remain unopened and will be held in safe custody of the Employer until the second public opening of the Financial Part, following the evaluation of the Technical Part of the Proposals.
• All Proposals must be accompanied by a Proposal security of US$ 300,000 (Three hundred Thousand US Dollars) or equivalent in Iraqi Dinar of IQD 400,000,000 (Four Hundred million Iraqi Dinar) as Bank Guarantee valid up to March 12, 2025 or Certified Check. The Proposal security or Certified Check shall be addressed to Iraqi Republic Railway Company and issued in the name of the Proposer. In case of Joint Venture submission, the Proposal Security or certified check should be issued in the name of all the Joint Venture members.
• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the RFP document.
• A pre-Proposal meeting shall take place at 10:00 am, Baghdad local time, on Thursday, October 24, 2024, at the address mentioned below. A virtual connection link will be shared with all interested eligible proposers who wish to join the meeting virtually.
• A site visit shall be organized on Sunday, October 27, 2024.10:00 am Baghdad time.
