Assignment Title : System Development of the ASEAN Energy Database System (AEDS)

The ASEAN Center for Energy (ACE) has received financing from the World Bank toward the cost of the Clean Energy and Power Trade Development in Southeast Asia Project of the Multi Phase Programmatic Approach Accelerating Sustainable Energy Transition (MPA ASET) and intends to apply part of the proceeds for the consulting services.
The PMU of MPA-ASET now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The objectives of the assignments are: (a) to improve AEDS platforms (data architecture, systems functionality, performance and core infrastructure); (b) to identify of data types, sources, collections and visualization of renewable energy, decarbonisation, and socio-economic and environmental dimensions information in ASEAN; (c) to develop and operationalise modules to support system investment planning and data sharing for cross-border interconnection projects under the ASEAN Power Grid; and (d) to disseminate and institutionalise the enhanced AEDS to promote its sustained use by ASEAN Member States and regional stakeholders.
The expected implementation period of this activity will be twenty-five (25) months. The detailed Terms of Reference (TOR) for the assignment can be found at the ASEAN Centre for Energy (ACE) website: https://aseanenergy.org/opportunities
The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, sixth Edition, February 2025 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
The best qualified firms with appropriate and adequate capacity, capability and resources as assessed against the qualification criteria will be invited to submit Bids/Proposals in accordance with the Consultant’s Quality and Cost-Based Selection (QCBS) method set out in the Procurement Regulations and based on the following qualification criteria:
i) Minimum of 7 years of experiences with demonstrated capacity to design, develop, deploy, and maintain large-scale, secure, and scalable web-based data platforms, preferably in the energy, infrastructure, or public-sector domains;
ii) Demonstrate experience in providing similar services to public or private organizations, including the definition of processes, mechanisms, and practices for regulatory compliance in data protection;
iii) Demonstrate the ability to deliver sustainable systems that can be operated and maintained by client institutions over the long term;
iv) The consultant team should comprise professionals capable of fulfilling the diverse tasks outlined in the ToR, with a deep understanding of the region, its unique challenges, and opportunities. Key Experts will not be evaluated at the shortlisting stage.
