Acceleration Project (GPE III - LEAP)
Background
The Lao PDR GPE III - LEAP is a national project led by MoES, with financial support from the International Development Association (IDA), the World Bank, and the GPE. Approved on 18 March 2021
and effective from 30 August 2021, the project aims to improve learning outcomes in primary grades across target districts, while strengthening teacher performance and institutional capacity.
Anchored in the vision of reducing learning poverty and promoting greater equity and accountability, the project operates through integrated support to children, teachers, and local
institutions and represents a strategic commitment to inclusive, data-driven education reform in Lao PDR. The GPE grant will close on May 31, 2027, while the World Bank financing part will
close on 31 May 2029.
The Ministry of Education and Sports (MoES) in Lao PDR is recruiting an experienced consultant to verify the PBC of the GPEIII:LEAP Project, to be under the Education Coordination Unit (ECU),
Department of Planning.
Objectives of the assignment:
Independently verify achievement of each PBC against the agreed verification protocol.
Assess data quality (accuracy, completeness, timeliness), traceability, and controls.
Verify adherence to agreed procedures for measurement, reporting, and validation.
Provide an objective verification report to the Client and the World Bank, with clear conclusions on PBC achievement and any qualifications.
Scope of work:
The specific scope of work under each PBC is the following:
Verification of PBC 1:
Confirm the number of districts that are compliant with the approved teacher allocation protocols.
Review district implementation records through MoES-LESMIS and conduct on-site visits to verify compliance.
Confirm the districts that are compliant with teacher allocation up to 10 districts have 40 percent of public primary schools in the district with enough teachers per criteria defined in
the MoES guidelines No. 8986
Verification of PBC 2:
Verify that LESMIS platform is operational with technical architecture and API capabilities to connect to all MoES databases including: EMIS, TEMIS, PEMIS, TMIS, TVET-MIS, LUMIS, School
Meal App, HEMIS, FQS, SDP, and other relevant systems;
Assess current integration, infrastructure, sustainability, data accuracy, and completeness, ensuring compliance with national and international standards;
Verify the operational status of the LESMIS platform and its dashboards, ensuring user-friendliness and accessibility for various stakeholders with reliability;
Verify that LESMIS data, dashboards, or visualizations were used to inform the Joint Sector Review Mission process;
Confirm LESMIS content was referenced or utilized during ESWG technical meetings and document its contributions to discussions and findings;
Review training records, attendance lists, and geographic coverage across provinces and districts including training materials, training courses and assessment results;
Review LESMIS technical specifications and integration status reports; data integration protocols and API documentation; system hosting and infrastructure documentation; user manuals and
training materials; JSRM/ESWG meeting documentation; Annual Sector Report(s); capacity-building activity reports; metadata documentation; automated reports and dashboards; and coordination
meeting records with MoES departments.
Verification of PBC 3:
Confirm that the average score received in the classroom observation tool by teachers in priority districts that received updated training on the new Grade 1-3 curriculum meets the 3.5
points average in a sample of 40 priority districts.
Review classroom observation data and conduct site visits where necessary to verify the accuracy and consistency of the scores collected, and interview school principals, teachers and COT
observers.
Deliverables:
Inception Report: scope, sampling, instruments, schedule, and team (within 2 weeks of contract signing).
Draft Verification Reports: separate reports for each PBC, presenting findings and evidence, tests performed, and preliminary conclusions .
Final Verification Report: conclusion on achievement of each DLI/DLR; qualifications; recommended corrective actions; annexed evidence matrices.
Data and evidence annexes: checklists, sample frames, test results, field notes, photos (as applicable), and reproducible calculation files.
All reports to be submitted in soft and hard copy and soft copy of data analysis shall be submitted in Lao and English.
Qualificationsand Experience
Education:
Advanced degree (Master"s or higher) in monitoring and evaluation, statistics, audit, public policy, or relevant sector expertise aligned with Program-Based Conditions (PBCs)
Professional Experience:
Minimum 10 years of progressive professional experience in monitoring and evaluation, results verification, or performance assessment
Demonstrated experience conducting data quality assessments and results verification, preferably in development or public sector contexts
At least 3 years of hands-on experience with database management, management information systems (MIS), or data analytics tools
Proven expertise in at least one sector relevant to the PBCs (e.g., education, information and communication technology, human resource management, or other applicable sectors)
Experience conducting field verification and physical site inspections is highly desirable
Technical Skills:
Strong analytical skills with ability to assess data quality, verify results against established indicators, and identify data integrity issues
Proficiency in statistical software and data visualization tools
Familiarity with public sector monitoring frameworks and performance-based financing mechanisms
Excellent report writing and presentation skills
Independence and Ethics:
Must have no conflict of interest with implementing entities involved in the assignment
Required to disclose any prior consulting engagements or relationships with entities subject to verification
Must comply with relevant professional independence standards and ethical guidelines
Commitment to maintaining objectivity and impartiality throughout the assignment
Duration of Assignment:
The verification process is expected to commence within 2 weeks of contract signing and will take place between May and July 2026.

selection method set out in the Consultant Guidelines.
