Assignment Title: Development of Preparedness and Response Plans for Zoonotic Diseases with Epidemic Potential - One Health Approach - Cabo Verde.

1.The Government of the Republic of Cabo Verde has received from the International Development Association – IDA/ World Bank (hereafter named “World Bank”), a Credit (hereinafter called “Credit”) toward the costs of the Health Security Project in West and Central Africa and intends to apply part of the proceeds to recruit an individual consultant for the: Development of Preparedness and Response Plans for Zoonotic Diseases with Epidemic Potential - One Health Approach - Cabo Verde.

2.The objective of this consulting service (“the Service”) is to support the Government of Cabo Verde in the development, harmonization, and implementation of national preparedness and response plans for zoonotic diseases with epidemic potential, strengthening the capacity for prevention, early detection, and coordinated response, within the framework of the "One Health" approach.

The assignment is expected to take about 45 working days from the date of signing the contract.

4.The Unidade de Gestão dos Projetos Especiais (UGPE) now invites eligible eligible individual consultants (Consultant) to express their interest in providing this service. Interested individuals consultants must provide information indicating that they are qualified to perform the services. A Letter of Interest duly signed and updated Curriculum Vitae indicating namely, description of similar assignments, experience and contact references in similar service are required.

5.To be selected, the individual Consultant must have the following qualifications:

Academic Qualifications

• Minimum Master"s degree in Public Health, Epidemiology, Veterinary Medicine, Environmental Health, One Health, or related fields.

Work Experience

• Minimum of 10 years of relevant work experience in:
• Public health emergency preparedness and response;
• Contingency planning and incident management;
• Zoonotic diseases and One Health approach.

• Proven experience working with:
• Low- and middle-income countries;
• African or island contexts (preferred).

Technical skills

• Solid knowledge of IHR (2005), JEE, PHEOC/EOC, and HeSP frameworks.
• Proven ability to facilitate multisectoral collaboration and develop strategic plans.
• Strong analytical and technical writing skills.

Languages

• Fluency in written and spoken Portuguese

6.The attention of interested consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”, dated July and revised on September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest published on the World Bank website.

7.The individual consultant will be selected under the Individual Consultant Selection (ICS) method set out in the World Bank’s “Procurement Regulations for IPF Borrowers”, July 2016 edition, revised on September 2025.
