Assignment Title: Consultancy Services for In-service mentoring at the National Center for Emergency Operations in Public Health (CNOESP) team: applying epidemic intelligence to the One Health approach.

1.The Government of the Republic of Cabo Verde has received from the International Development Association – IDA/ World Bank (hereafter named “World Bank”), a Credit (hereinafter called “Credit”) toward the costs of the Health Security Project in West and Central Africa and intends to apply part of the proceeds for consulting services: In-service mentoring at the National Center for Emergency Operations in Public Health (CNOESP) team: applying epidemic intelligence to the One Health approach..

2.The objective of this consulting service (“the Service”) is to strengthen the operational, analytical, and collaborative capacities of CNOESP, consolidating it as a national core for intersectoral epidemiological intelligence and as a public health emergency coordination center based on the One Health approach..

The assignment is expected to take about 30 (thirty) days from the date of signing the contract.

4.The Unidade de Gestão dos Projetos Especiais (UGPE) now invites eligible eligible individual consultants (Consultant) to express their interest in providing this service. Interested individuals consultants must provide information indicating that they are qualified to perform the services.

A Letter of Interest duly signed and updated Curriculum Vitae indicating namely, description of similar assignments, experience and contact references in similar service are required.

5.To be selected, the individual Consultant must have the following qualifications:

Mentor profile and skills:

• Senior professional with proven international experience in public health emergency management, epidemic intelligence, and intersectoral coordination.
• Mastery of current International Health Regulations (IHR).
• Ability to transfer in-depth knowledge and work practically with national technical teams.

Education:

• A minimum of a Master’s degree in Social and Health Sciences, Public Health Emergency Management, Epidemiology, Field Epidemiology, Veterinary Medicine, or related fields.
• At least 10 years of proven experience in planning and drafting QMS implementation documents.

Experience:

• Minimum of 7 years, at an international level, in public health emergency preparedness and response, management of or acting in public health emergency operations centers, including experience in the area of health policies and strategies.
• Practical experience in the implementation, operation and management of information systems and epidemic intelligence, with a multisectoral approach and a focus on the "One Health" approach.
• Experience in strategic health surveillance centers or units, including their adaptation and operation in routine and emergency contexts.
• Experience in international technical cooperation, especially in Portuguesespeaking African countries or in South-South cooperation contexts.

Mentoring and institutional development skills:

• Experience in in-service training and institutional mentoring, focusing on skills transfer.
• Proven competence in communication, facilitation, mediation, and institutional diplomacy to promote collaborative approaches..

Language skills required:

a) Fluency in Portuguese or English, with functional mastery of French.

6.The attention of interested consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”, dated July and revised on September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest published on the World Bank website.

7.The individual consultant will be selected under the Individual Consultant Selection (ICS) method set out in the World Bank’s “Procurement Regulations for IPF Borrowers”, July 2016 edition, revised on September 2025.
