Assignment Title: Selection of Consultant to Provide Service to Prepare Drafting

Instructions for Legislation to support Energy Efficiency Regulations

Saint Lucia has received financing from the World Bank toward the cost of the Renewable Energy Sector Development Project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) includes preparation of drafting instructions which constitute the policies, to facilitate the drafting and/or update of existing draft legislation, regulations, and statutes in connection with Energy Efficiency (EE) by the Legislative Drafting Unit of the Attorney General’s Chambers.

The Service is anticipated to commence in September of 2026. It is estimated that the Service will require a level of effort 100 person-days, spread over a period of eight (8) calendar months.

The Department of Infrastructure, Ports and Transportation now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

• Qualification and Experience of the Firm.

• At least 5 years of experience operating as a Law Firm or a firm with substantial experience with energy efficiency laws and regulations;
• Demonstrated experience with the drafting policies and Laws of Saint Lucia and the process for enacting legislation through a process of public consultation.
• Demonstrated experience of operating within CARICOM and/or the OECS Member States and working with International Institutions, including Multilateral Development Banks (MDBs), International Environmental NGOs, on similar assignments.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant’s Qualifications Based Selection (CQS) method set out in the Procurement Regulations.
