Assignment Title: Consulting services for technical supervision of Construction of Tar Small Hydropower Plant and rehabilitation of Bystrovskaya Small Hydropower Plant, including monitoring of Environmental and Social safeguards

The Government of the Kyrgyz Republic has received financing in the amount of US$80.2 million from the World Bank for the Kyrgyz Renewable Energy Development (KRED) Phase 1 Project and intends to use part of the funds to pay for technical studies and consultancy services. The project includes Component 1, which provides consulting services for technical supervision of Construction of Tar Small Hydropower Plant and rehabilitation of Bystrovskaya Small Hydropower Plant, including monitoring of Environmental and Social safeguards.
The overall objective of the assignment is to support the Ministry of Energy’s Project Management Office (PMO) and Chakan HPP OJSC to carry out technical supervision and monitoring of E&S safeguards implementation and compliance during construction/rehabilitation, testing and commissioning, and capacity development related to the construction of Lower Tar HPP and rehabilitation of Bystrovskaya HPP. The Consultant assigned to support the Project management office (PMO) established at the MoE and Chakan with this function will be required to become familiar with the technical documents related to the Project and other key World Bank’s Frameworks, ESS and applicable guidelines etc. including but not limited to:
The performance of the services to be provided by the Consultant is expected to commence in December 2026. The construction period will be 36 months and may be extended (timewise) if necessary. The Defect Liability Period (DLP) will be 3 years.

The Ministry of Energy (MoE) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.15, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications (type of association shall be clearly indicated in the proposal). The Consultants may submit their Expressions of Interest as individual firms or associate in the form of joint venture or sub-consultancy. However, the qualification of the sub-consultant will not be evaluated when forming the shortlist. In case of joint venture, all the members of the joint venture should individually meet shortlisting criteria and shall be jointly and severally liable for the entire assignment, if selected.
A Сonsultant will be selected in accordance with the Consultant’s Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
