(CONSULTING SERVICES – FIRMS SELECTION)

Assignment Title: Procurement of Software Development and Capacity Building for National Health Data Warehouse

The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Africa CDC Regional Investment Financing Project and intends to apply part of the proceeds for consulting services. The objective of the assignment is to design, develop, and implement an integrated National Health Data Warehouse (NHDW) that aligns with international best practices and Ethiopia’s digital health priorities.

Scope of Services:

The consulting services (“the Services”) include, but are not limited to:

1. Architecture and Integration

  • Design a scalable, secure, and interoperable architecture that consolidates data from various health information systems and external data sources.
  • Adopt international data exchange and security standards (e.g., HL7 FHIR, SNOMED CT, ICD-11, LOINC, GDPR, HIPAA, ISO/IEC 27001), aligned with national policies.
  • Utilize a hybrid (top-down and bottom-up) approach, emphasizing Data Vault 2.0 methodology for long-term sustainability and flexibility.

2. Data Management and Analytics

  • Develop comprehensive ETL/ELT processes, integration frameworks, and data quality protocols.
  • Implement AI-driven business intelligence and advanced analytics tools to support evidence-based policymaking.
  • Ensure longitudinal data storage to allow for trend analysis and detailed clinical/public health queries.

3. Governance, Security, and Capacity Building

  • Establish robust data governance and security frameworks to ensure compliance with applicable regulations.
  • Deliver a detailed capacity-building and knowledge transfer plan, including ToT (Training of Trainers), user manuals, and local technical support.
  • Design an iterative, scalable implementation roadmap incorporating risk mitigation and stakeholder feedback.

Eligibility and Shortlisting Criteria:

The Ministry of Health now invites eligible consulting firms (“Consultants”) to indicate their interest in providing these Services. Interested Consultants must provide information demonstrating that they have the required qualifications and relevant experience, including:

  • Demonstrated experience in the design and implementation of health data warehouses or similar interoperable health systems.
  • Proven technical and managerial capacity, particularly in ETL/ELT, data modeling (with a preference for Data Vault 2.0), and analytics.
  • Successful track record in capacity building and knowledge transfer within complex health system environments.

Consultants may associate with other firms to enhance their qualifications but must clearly state the nature of the association (joint venture or sub-consultancy). In the case of a joint venture, all partners shall be jointly and severally liable for the entire contract.

A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the World Bank’s Procurement Regulations for IPF Borrowers dated July 2016, revised November 2017, August 2018, and November 2020.

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the Procurement Regulations, which set forth the World Bank’s policy on conflict of interest.

In addition, please note that Consultants shall not be hired for any assignment that would be in conflict with their prior or current obligations to other clients, or that may place them in a position of being unable to carry out the assignment in the best interest of the Borrower, in accordance with paragraph 3.17 of the Procurement Regulations.
