REQUEST FOR EXPRESSIONS OF INTEREST FOR PROCUREMENT SPECIALIST

The Ministry of Agriculture and Forestry (MoAF) of Türkiye, Directorate General of Water Management (GDWM) has received financing from the World Bank (“the Bank”) toward the cost of the Türkiye Flood and Drought Management Project and intends to apply part of the proceeds for consulting services.

DGWM serves as the co-implementing agency for the Project. The overall objective of the Project is to support climate change projections, determine their impacts on scenario-specific flood and drought disasters, and improve and expand existing early warning systems. It aims to strengthen the technical and operational capacities of all stakeholders for the uninterrupted and effective operation of the system.

DGWM has established a Project Implementation Unit (PIU) within its administrative structure to manage the project activities. DGWM intends to engage a Procurement Specialist (individual consultant) to provide technical support to the DGWM PIU in managing procurement activities under the Project. The Procurement Specialist will be responsible for planning and providing procurement services, including preparing procurement plans, bidding documents, evaluation reports, training activities and monitoring contract performance.

Hiring Methodology

The Procurement Specialist will be selected through the ‘Open Competitive Selection of Individual Consultants’ method in accordance with the World Bank’s “Procurement Regulations for IPF Borrowers (September 2023)”. The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the Procurement Regulations setting forth the World Bank’s policy on Conflict of Interest.

Individuals currently working as procurement consultants on another World Bank-financed project may also compete, provided they meet the requirements for early termination of their existing contracts to avoid disruption in project implementation.

Duration and Place of Work

The Procurement Specialist is expected to commence work in April 2026 with a 6-month contract having a two-month probation period. The Procurement Specialist will work on a full-time basis and will be located in Ankara, with potential travel to project sites as required.
