• The Federal Government of Somalia has received financing from the World Bank toward the cost of the Ground Water for Resilience Project (GW4R), and intends to apply part of the proceeds toward payments under the contract for Procurement of Geophysical and Groundwater Monitoring Equipment for Somalia GW4R. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments the contract provides to be made through a letter of credit.
• The Ministry of Energy and Water Resources now invites Bids from eligible Bidders for Procurement of Geophysical and Groundwater Monitoring Equipment:

*Note: “Bidder must bid for all items and 100% of the quantity of the items. A bid quoting fewer than 4 items or incomplete quantity of the items will be considered non-responsive and will be rejected”.

3. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers: Investment Financing Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017, August 2018, November 2020 and September 2023 (“Procurement Regulations, and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Interested eligible Bidders may obtain further information from Project National Project Coordination Unit of the Federal Ministry of Energy and Water Resources, Email address: procurement.gw4r@gmail.com copy: pc.gw4r@moewr.gov.so and inspect the bidding document during office hours. 0900 to 1700 hours at the address given below.

5. The bidding document in English may be obtained by interested Bidders upon the submission of a written application to the address provided below.

6. Bids must be delivered to the address below on or before 9th April 2026 at 11:00 AM (East Africa Time). Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 9th April 2026 at 11.00 AM (East Africa Time).

7. All Bids must be accompanied by a Bid-Securing Declaration using the form included in Section IV, Bidding Forms.

8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
