The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Horn of Africa Initiative: Regional Economic Corridor Project (Addis – Djibouti Corridor), and intends to apply part of the proceeds for consulting services.
The consulting service (“the Services”) is to prepare a strategic road sectoral Environmental and Social Assessment (SESA) and will focus on all main road corridors of the country, Eastern, Western, Southern and Northern corridors of Ethiopia. The Strategic Environmental and Social Assessment (SESA) will encompass stakeholder analysis, a description of the initial social and environmental situation of the road corridor, an analysis of the possible impacts of different road sector strategies option scenarios, an analysis of impacts of different transport sector project alternatives and the verification of compliance with World Bank policies, assess the major environmental and social issues at a strategic level, provide strategic enhancement/ mitigation measures.
The Consultant is expected to conduct:
• Review and analysis of environmental and social policy, legal and institutional framework
• Identify and analyze the biophysical and socio-economic characteristics of the planning and subproject affected areas environment
• Identify all the relevant stakeholders and conduct stakeholder consultation processes
• Assess alternatives including relevant road sector locations, selection of relevant technologies, engineering designs, policy, legislation, and technical options
• Identify the key positive and negative social and environmental issues (direct, indirect and cumulative impacts)
• Identify impacts on national sustainable development objectives (local, regional, national)
• Identify, predict and evaluate the cumulative potential positive and negative impacts of the proposed project as part of the study of road Project
• Identify synergies (and how these can be enhanced) and conflicts/antagonisms (and how these can be minimized, avoided or mitigated) between the project and development activities.
• Generate development scenarios (to be identified and agreed during scoping).
• Identify where ESIA may need to be undertaken for particular types of project activities
• Propose a set of actionable recommendations
The services will be conducted over a period of 45 days (forty five days) from the date of effectiveness of the contract (after an issuance of letter of commencement).

The Ethiopian Roads Administration (ERA), acting as an implementation agency on behalf of the Federal Democratic Republic of Ethiopia, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. Key experts will not be evaluated at the shortlisting stage.
The following criteria will be used to assess the Expression of Interest documents:
• Company Establishment [regarding its Areas of Expertise, Core Business, and Year in the Business]
• Technical and Managerial Organization of the firm
• Number and diversity of permanent personnel related to the service
• Experience completed similar service contracts in the role of prime consultant, JV member, Sub-consultant or management consultant for at least the last ten years:
•Familiarity, knowledge and experience in the region (in Ethiopia and other Sub Saharan Countries) is an advantage.
The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s PROCUREMENT IN INVESTMENT PROJECT FINANCING, Goods, Works, Non-Consulting and Consulting Services, Sixth Edition, Issued February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A consultant will be selected in accordance with the Quality and Cost-Based Selection method set out in the Procurement Regulations. Further information can be obtained at the address below during office hours, i.e., 0900 to 1700 hours.

Assessment (SESA) which was published on the World Bank External Website, ERA Website and advertised in the Ethiopian Herald Newspaper dated March 03 and 04, 2026.
The Amendment is the following:
• Expressions of interest (EOI) must be delivered in a written form to the address below (in person, or by mail, or by fax, or by e-mail) by March 18, 2026.
Whereas, the remaining provisions/ information of the previously issued/published Notice of Request for Expressions of Interest (REOI) shall remain unchanged except the deadline of the bid
submission.
