Seka Chokorsa Woreda Finance Office intends to apply parts of the allocated budget of the Food System Resilience Program financed by the World Bank (IDA) toward the cost of the Construction of Gibe Kachama SSI Upgrading Project and intends to apply part of the allocated budget toward payments under the Contract of this construction works.

The Seka Chokorsa Woreda Finance Office now invites sealed bids from eligible bidders for the construction of the below Small Scale Irrigation Schemes. The names of projects, locations, and amount of bid security, are indicated in the table below.

• Seka Chokorsa Woreda Finance Office, now invites Contractors of Category WWC-4/G.C-4 and above, to submit sealed bids for providing the necessary labor, material, and equipment for the construction and completion of the above SSIP Construction Project. Invited Bidders should fulfill the following requirements & other appropriate documentary evidence demonstrating the bidder’s compliance;
• Domestic bidders shall have a certificate of competency from the Ministry of Urban Development and Construction or Regional Construction Authorities, renewed for the bidding process,
• Commercial Registration Certificate, Renewed Trade license for the bidding period, Tax clearance certificate which is valid for the bid submission date that permits the bidder to participate in any public tender, TIN and VAT registration certificate and Contractors who intend to bid by forming an association (Joint Venture), each applicant or partner of a joint venture must purchase and collect the bidding document, prepared by the Office for this particular bid.
• Bidding will be conducted through National Competitive Bidding (NCB) procedures as specified in the World’s Bank Procurement Regulations.
• Interested eligible bidders may obtain further information from Woreda FSRP Team Office and inspect the bidding documents, including a complete set of scanned copy which is necessary for bidding process, at the address given below at office hours.
• A complete set of bidding documents prepared in the English language can be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non -refundable fee of ETB 3,000 (Three Thousand Birr) in cash starting from 27/02/2026,G.C, at working hours only.
• The bidding procedure to be followed is a Single-Stage, Two-envelope procedure. Bidders shall required to submit Original and two photocopies each of the Technical Proposal and the Financial ofers. The Technical Proposal shall include the wax-sealed Original, First Photocopy, Second Photocopy, and the Bid Security (CPO), each placed in a separate envelope. These envelopes shall then be enclosed together in one larger envelope clearly marked “Technical Proposal.”The Financial Proposal shall include the wax-sealed Original, First Photocopy, and Second Photocopy, each placed in a separate envelope. These shall then be enclosed in one larger envelope clearly marked “Financial Proposal.” Finally, the entire set of documents both the Technical & Financial proposal shall be enclosed in a single wax-sealed outer envelope, which shall clearly bear all necessary information regarding the Bidder, the Employer, and the relevant Project details & whose outer cover contains all necessary information about the bidder& employer including project information.
• Bids must be delivered to the address below on or 10 :00 A.M. at 4:00 Local time on March, 31, 2026,G.C. the bid must be accompanied by a bid security indicated in the above table. Late bids will be rejected. Bids will be opened in the presence of the Bidders’ representatives and anyone who chooses to attend at 10:30 A.M. 4:30 Local time, on March, 31/2026, G.C at the offices of Seka Chokorsa Woreda Finance, at the same date of Bid submission.
• A bid security in the form of a Cash Payment Order (CPO) or an Unconditional Bank Guarantee must be submitted as stated above, in the name of Woreda Finance Office.
• The Bid validity period shall be: Ninety (90) Calendar days after the latest date for submission of bid.
• Seka Chokorsa Woreda Finance Office reserves the right to accept or reject any or all bids.
• In addition to the Original & Two Copies of proposals, the Bidder should Submit the whole Technical proposal documents by Scanning & changed into pdf and Submit as its Softy Copies with hard Copies.
