TERMS OF REFERENCE
FIVE CONSULTANTS TO SUPPORT MFLT/DSS FOR IMPLEMENTATION SOCIAL ASISTANCE REFORM AND OTHER SOCIAL PROTECTION PROGRAM
BACKGROUND
The Ministry of
Labor, Family and Liberation War Values ( in the
Republic of Kosovo is implementing a project for piloting the social assistance reform
and developing social protection program . The objective of the project is to improve
the equity and adaptability of Kosovo’s social safety net by assisting in th e development
of legislation, creating a social registry, and supporting the poorest families in Kosovo.
The equity improvement will include selecting SAS beneficiaries based on poverty
status (rather than categories), providing more adequate benefits, i ncluding an increase
in the per capita benefit received by larger households, and ensuring that work able
beneficiaries benefit from activation measures. Improving adaptability refers to

In this context, MLFLWV is seeking five (5) consultants to support DSS, for collection data information and provide support for division for the implementation SAS Pilot and other types of
social protection programs under implementation of DSS.

- Provide general support to the Department of Social Schemes (DSS) in general in analyzing applications submitted within the framework of social assistance, as well as other programs related
to social protection.
SCOPE OF WORK
1. Providing advice and guidance to applicants regarding benefits from the SAS Pilot program and other welfare and social protection programs;
2. Collects, analyzes and reports data on the SAS Pilot, the Child and Maternity Allowance Program and other social benefits;
3. Engages in activities aimed at improving the registration, application and benefits process from the SAS Pilot, the Child and Maternity Allowance Program and other social benefits.
4. Engages in activities aimed at verifying beneficiaries of the SAS Pilot and other social protection programs implemented by the DSS;
5. Provides advice and information to citizens in need and technical support in the application and benefit process, during the implementation of the SAS Pilot and other social protection
programs;
6. May participate in and be assigned to working groups or committees to provide support in the implementation of the SAS pilot program, child and maternity support programs and social
benefits;
7. Records applications received for social benefit schemes in the integrated information system database and the electronic platform e-Kosova;
8. Performs and engages in procedures related to the notification, suspension, reactivation and verification of beneficiaries of social benefit schemes and social protection programs;
9. Organizes and archives documentation in the appropriate areas and prepares statistical and narrative reports on the implementation of benefit schemes and social protection programs;
10. Performs other work tasks related to the implementation of social benefit schemes and social protection programs, which may be reasonably requested from time to time by the DSS.
DURATION AND PAYMENT
• The contract is expected to start in April 2026 until December 2026, with possible extension.
• The consultants will work on a full-time bases and be paid monthly at a rate of 800 euros (gross salary, including all pension contributions and taxes).
• The completed dataset will be the property of the Government of Kosovo, with use and access rights by the World Bank Group.
CONSULTANTS QUALIFICATIONS
• Bachelor’s degree in fields related to Social Work, Social Science, Statistics, Computer Science, Information Systems, Economy. Candidates with a Master’s degree may have an
advantage.
• Consultants must have at least 2 years of practical experience in the field of study which they are degree after received diploma.
• It is preferred that consultant have proven experience with implementation types of program and services in the field or experience to used electronic platforms;
• Consultants must have knowledge of Excel. Candidates with experience in used any electronic platformed will have an advantage;
• It is preferred that consultants to have experience working with client, household or individual level in both Albanian and Serbian languages;
• It is preferred that they have proven experience in household-level, data collection, including managing interviewer, with client and household;
• Knowledge of the Albanian language and/or one of the official working languages of the respective municipality.
REPORTING RELATIONS AND OBLIGATIONS
• The consultants will report to the contract manager appointed by General Secretary Office, Project Coordinator of the PIU and Director of the DSS
