1. The Government of Sint Maarten has received financing from the World Bank toward the cost of the Improving Mental Health Services in Sint Maarten and intends to apply part of the proceeds toward payments under the contract for Mental Health Building Infrastructure Works. This contract will be jointly financed by the Government of Sint Maarten. Bidding process will be governed by the World Bank’s Procurement Regulations
2. The National Recovery Program Bureau now invites sealed Bids from eligible Bidders for the Construction of a new Mental Health facility in Sint Maarten, designed to deliver comprehensive mental health services, including day-care treatment, crisis intervention, office space, and both inpatient and outpatient care.
3. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers of February 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 55 %. This should comply with the mandatory requirements for Rated Criteria in the Procurement Regulations and for Bid cost: 45 %.

6. This tender follows an electronic procurement system further elaborated in Bid Data Sheet ITB 21.1. Bids must be submitted on or before Thursday, April 23, 2026, @ 10:00 AM (AST). Late Bids shall not be allowed. Bids will be opened via MS Teams in the presence of the Bidders’ designated representatives on Thursday, April 23, 2026, at 11:00 AM (AST). Confirmation of receipt and video conferencing information will be shared.
Documents that must be signed by an authorized representative of the Bidders should include language stating that digital copies of these documents will be treated as originals. Original documents may be requested as part of the evaluation process and will be verified by the Employer before the signing of the contract.
DocuSign may be used for the submission of legal documents (such as the Letter of Bid Securing Declaration, Authorizations, etc.) and for Contract signing.
7. Bidders are required to register on the Bonfire e-Procurement Portal at: https://nrpbsxm.bonfirehub.com to access the bidding documents and submit their bids. Submissions by other methods will not be accepted. The Bid opening shall take place virtually through teleconference. Meeting link will be shared with bidders upon submission of their bids.
8. All Bids must be accompanied by a (i) Bid-Securing Declaration, and power of attorney that includes language stating that copies of these documents will be treated as originals and (ii) a Local Labor Method Statement.
9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
