  • Project Background

The Tuvalu Health System Strengthening Project (THSSP). A World Bank–funded national initiative to strengthen the foundations of Tuvalu’s health system. It focuses on improving governance, planning and financial management, upgrading facilities, equipment and supply chains, and building the health workforce. The project also strengthens disease surveillance, infection prevention and emergency preparedness to ensure more reliable, resilient health services for the population.

The Pacific Healthy Islands Transformation Project (PHIT) is a World Bank–funded regional program to transform primary health care across Pacific Island countries; the Tuvalu component concentrates on making frontline services more integrated, person‑centered and data‑driven. Key elements include upgrading digital health and HMIS tools, improving clinical quality and supervision, scaling prevention and management of priority conditions (e.g., NCDs, immunization), and strengthening local management and regional coordination with partners such as UNICEF. Together with THSSP, PHIT aims to improve service delivery and health outcomes in Tuvalu.

  • OBJECTIVE

The PMU Project Manager / PHIT Coordinator will oversee and coordinate implementation of both THSSP and PHIT in Tuvalu, leading the PMU and ensuring alignment with the Project Operations Manuals and integration between the two projects. Key responsibilities include preparing and overseeing annual workplans, coordinating technical management and M&E per the World Bank financing agreements, facilitating Tuvalu’s participation in the Regional Steering Committee, and collaborating with regional partners (e.g., UNICEF). The Coordinator will advise and report regularly on project progress and results, ensure smooth delivery of all activities, and is directly accountable to the Secretary, of the Ministry of Health and Social Welfare (MOHSW).

3) INVITATION

The Project Management Unit (PMU) on behalf of the Implementing Agency now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, three references, etc.).

4)EVALUATION CRITERIA

The criteria for selecting the Consultant are:

  • Education.

Master’s degree in management, public health, medicine, business administration, economics, or a related field (or equivalent).

  • Experience.

Minimum 5 years’ experience in project management. At least 3 years in a senior leadership or management role.

Experience working in the Pacific Islands, particularly on donor-financed projects.

  • Skills and Knowledge.
  • Demonstrated experience managing complex projects, preferably in the health sector.
  • Proven experience working with multiple stakeholders, including government ministries, development partners, and communities.

The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers July 2016, revised in November 2017 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
