1. The Government of the Republic of South Sudan, through the Ministry of Water Resources and Irrigation, has received financing from the World Bank toward the cost of implementation of the Regional Climate Resilience Program for Eastern and Southern Africa and intends to apply part of the proceeds toward payments under the contracts for Complete Rehabilitation of Lupetet and Kalabolyang Haffirs, and Minor Rehabilitation of Nadapal Haffir in Eastern Equatoria State, South Sudan. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing,
2.The Ministry of Water Resources and Irrigation now invites sealed Bids from eligible Bidders for the complete rehabilitation of Lupetet and Kalabolyang Haffirs and the minor rehabilitation of Nadapal Haffir, within 120 calendar days located in Eastern Equatoria State, South Sudan. Bidders may bid for any one or all lots as shown below:

3.Interested Bidders MUST state which Lot(s) they are applying to participate. Bidders are free to bid for any or all Lots, subject to them meeting the required Qualification Criteria.
4. There will be no Margin of Preference.
5. Bidding will be conducted through national competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers July 2016, revised September 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations that meet the following requirements:

.7. The bidding documents in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of USD 100 (One Hundred United States Dollars). The method of payment will be Cash payment at Ministry of Water Resources and Irrigation cahier. The document will be sent by email upon confirmation of payment.
8. Bids must be delivered to the address below on or before 10.00 hours local time on 31st March 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 10.05 hours local time on 31st March 2026.
9. All Bids must be accompanied by a Bid-Securing Declaration using the template in Section IV: “Bidding Forms.”.
10. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
