• The Eastern and Southern Africa Trade and Development Bank (TDB) Group has received financing from the World Bank toward the cost of the Africa Green , Resilient and Inclusive Housing De-Risking ( GRIHD) Facility and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include the Housing Finance Specialist (Individual Consultant) assignment for a period of Five (5) calendar years from contract commencement date. The objective of the assignment is is to support and assist : (a) the design, establishment, marketing and distribution of housing finance products under the GHVC Fund, thereby championing the growth of a quality and performing GHVC Fund’s asset / investment portfolio; and (b) the raising of suitable investor capital and debt finance for the GHVC Fund, and the management of investor and debt financier relations, to sustainably scale up the GHVC Fund’s business over time, thereby achieving the green, resilient, and inclusive (“GRI”) success criteria / metrics of the Project. In addition, the Housing Finance Specialist will support TDB’s operational departments in the implementation of other projects — particularly those in the housing sector — in accordance with the applicable institutional and policy frameworks.

• TDB now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (cover/application letter summarizing the relevant experience and indicating its relevance to the assignment, detailed curriculum vitae (CV), copies of documentary evidence of academic qualifications, experience, professional qualifications, and registration/licensing with professional bodies). The shortlisting criteria are:

• A master’s degree in Finance, Economics, Accounting, Housing Policy, Urban Development, or related fields;
• At least 8 years of general experience in housing finance or related fields, with exposure to origination and structuring of housing finance products and transactions;
• At least 5 years of specific experience working with financial institutions, with exposure to product design, credit risk analysis, and deal structuring;
• Fluency in English

• The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” First Published July 2016 and Revised Fifth Edition September 2023, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
