Construction works of: Maxali Upgrading SSI Project

Procurement Reference Number: ET-ORO-ALGE SACHI-FSRP-517293-CW-RFB/25.

The Alge Sachi Woreda Finance Office intends to apply parts of the allocated budget of the Food System Resilience Program financed by the World Bank (IDA) toward the cost of the Construction of Maxali Upgrading SSI Project in Oromia National Regional State, I/A/Bor Zone, and Alge Sachi Woreda.

The Alge Sachi Woreda Finance Office now invites sealed bids from eligible bidders for the construction of the below Maxali Upgrading SSI Project. The names of projects, locations, and amount of bid security, are indicated in the table below.

Instruction to Bidders

Alge Sachi Woreda Finance Office, now invites contractors of Category WWC (Water Work Contractor), to submit sealed bids for providing the necessary labor, material, and equipment for the construction and completion of the above Maxali Upgrading SSIP Construction. Invited Bidders should fulfill the following requirements & other appropriate documentary evidence demonstrating the bidder’s compliance requested in SBD;

  • Domestic bidders shall have a certificate of competency from the Ministry of Urban Development and Construction or Regional Construction Authorities, renewed for the bidding period,
  • Commercial Registration Certificate, Renewed Trade license for the bidding period, Tax clearance certificate which is valid for the bid submission date that permits the bidder to participate in any public tender, TIN and VAT registration certificate and Contractors who intend to bid by forming an association (Joint Venture), each applicant or partner of a joint venture must purchase and collect the bidding document, prepared by the Bureau for this particular bid.
  • Bidding will be conducted through National Competitive Bidding (NCB) procedures as specified in the World’s Procurement Regulations.
  • Interested eligible bidders may obtain further information from Alge Sachi Woreda Finance Office and inspect the Scanned Copy of Technical Bidding Documents, including a complete set of Engineering Drawings in scanned copy which is necessary for bidding purposes, & Financial Document in Hard Copy at the address given below at office hours.
  • A complete set of bidding documents prepared in the English language may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non-refundable fee of ETB 1,000.00 (One Thousand Birr) in cash, starting from the date of this notice.
  • The bidding procedure to be followed is a Single Stage, Two-Envelope procedure. All other envelopes marked “Technical Part” shall be opened one at a time. All envelopes marked “Second Envelope: Financial Part” shall remain sealed, and kept by the Employer in safe custody until they are opened, at a later public opening, following the evaluation of the Technical Parts of the Quotations.
  • Bidders are required to submit Original and two photocopies each of the Technical Proposal and the Financial Proposal. The Technical Proposal shall include the wax-sealed Original, First Photocopy, Second Photocopy, and the Bid Security (CPO), each placed in a separate envelope. These envelopes shall then be enclosed together in one larger envelope clearly marked “Technical Proposal. “The Financial Proposal shall include the wax-sealed Original, First Photocopy, and Second Photocopy, each placed in a separate envelope. These shall then be enclosed in one larger envelope clearly marked “Financial Proposal.”
  • Finally, the entire set of documents-both the Technical Proposal and the Financial Proposal-shall be enclosed in a single wax-sealed outer envelope, which shall clearly bear all necessary information regarding the Bidder, the Employer, and the relevant Project details Bids must be delivered to the address below on or before 10:00 A.M. On 24-March-2026 or 04:00 on 15/06/2018 in Local Time, and must be accompanied by a bid security of ETB 300,000 (Three Hundred Thousand ETB) in the form of a (CPO) or an Unconditional and irrevocable Bank Guarantee only. Electronic Bidding will not be permitted. Late Bids will be rejected.
  • Technical offers, and Bid security of the bidders will be opened by Woreda Technical Committee in the presence of bidders’ representatives who choose to attend at the address below on the same date, 24-March -2026, at 10:30 A.M.
  • A bid security in the form of a Cash Payment Order (CPO) or an Unconditional Bank Guarantee must be submitted as stated above, in the name of Alge Sachi Woreda Finance Office. The Bid validity period shall be: Ninety (90) Calendar days after the latest date for submission of bid and shall be valid for twenty-eight (28) days beyond the original validity period of the bid Ninety (90) days
  • The Alge Sachi Woreda Finance Office reserves the right to accept or reject any or all bids and to annul the bidding process at any time, without thereby incurring any liability to Bidders.
