Assignment Title: Recruitment of Individual Consultant for the Development of the Medical Countermeasures Plan (PCM) and Mobilisation of Personnel during a Public Health Emergency in Cape Verde.
1. The Government of Cabo Verde has received a financing in the amount of US$ 29.00 million from the World
Bank Group"s International Development Association (IDA) toward the cost of the Health Security Program in
Western and Central Africa Project, and it intends to apply part of the proceeds toward payments under the
contract for: Recruitment of Individual Consultant for the Development of the Medical Countermeasures
Plan (PCM) and Mobilisation of Personnel during a Public Health Emergency in Cape Verde.
2. The consulting services (“the Services”) consist of recruitment an individual consultant to develop the National Plan for Medical Countermeasures (PCM) and Staff Mobilization for public health emergencies in Cabo Verde. Ensure the availability, distribution, and efficient use of medicines, vaccines, medical equipment, and essential human resources during health crises.
3. More detailed information is provided in the Terms of Reference (TOR) for the assignment, which may be
obtained at the address below from 8:00 a.m. to 4:00 p.m. (local time), during working days, or requested in
writing at the email addresses below. The TOR may also be consulted at the following websites:

4. The implementing agency Unidade de Gestão de Projectos Especias (UGPE), now invites eligible individual
consultants (Consultant) to express their interest in providing this service. Interested individuals consultants
must provide information indicating that they are qualified to perform the services. A Letter of Interest duly
signed and updated Curriculum Vitae indicating namely, description of similar assignments, experience
and contact references in similar service are required.
5. To be selected, the individual Consultant must have the following qualifications:
a) Advanced degree (Master"s degree or higher) in Public Health, Epidemiology, Emergency Management, or related field;
b) Minimum of 7 years of experience in public health emergency preparedness and response, logistics of medical countermeasures or human resource planning in crisis situations;
c) Proven experience in the preparation of national or regional health response plans;
d) Familiarity with the International Health Regulations (IHR 2005) and with the FAO/WHO/WOAH/UNEP guidelines;
e) Strong skills in facilitation, multisectoral coordination, communication and technical writing;
f) Proficiency in the Portuguese language (essential) and knowledge of English or French (desirable).
6. The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World
Bank’s “Procurement Regulations for IPF Borrowers”, dated July 2016 and revised in September 2025
(“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
7. An individual Consultant will be selected in accordance with the Individual Consultant Selection (ICS)
method set out in World Bank’s “Procurement Regulations for IPF Borrowers”, July 2016, revised September
2025.

9. The deadline for the submission of Expressions of Interest is March 13, 2026.
10. Expressions of Interest must be submitted in English, either in hard copy to the address below or by e-
mail, clearly indicating in the subject line: “EOI – 043/HSP/UGPE/2025 – Recruitment of Individual
Consultant for the Development of the Medical Countermeasures (PCM) and Staff Mobilization Plan
during a Public Health Emergency – Cabo Verde”.
11. Expressions of interest received after the deadline will not be considered.
12. The UGPE reserves the right to annul the tender process at any time prior to Contract Award, without thereby incurring any liability.
