The Government of the Federal Republic of Somalia has received financing from the World Bank toward the cost of De-Risking, Inclusion and Value Enhancement of pastoral economies in the Horn of
Africa Project (DRIVE) and intends to apply part of the proceeds of the above project to finance the position of Senior Livestock Specialist for the Ministry of Livestock forestry and
Rangeland.
The Senior Livestock Specialist is required to support the Ministry of Livestock, Forestry and Range with technical specialization in the field of livestock sector development on the areas of
livestock trade & value chain enhancement, ensuring linkages between component 1 on drought-index insurance and financial services to pastoralists and component 2 on trade facilitations,
institutional compliance on the international regulations and standards of exporting livestock, and livestock products which are planned to be undertaken by the implementation of De-risking,
Inclusion and Value Enhancement of Pastoral Economy (DRIVE) project.
Duration: The proposed duration for the assignment is Twelve Months (12) calendar months from starts date.

Develop concept notes, TORs and component proposals, and where necessary provide technical and oversight evaluation of the policies, technical reports, systems and proposals designed for
the ministry regarding livestock trade value chain development, as well as animal mobility and tractability regulations to ease profitable regional trade;
Provide a review of the key topics and identify important issues in the field of livestock identification and traceability and associated rules, regulations, laws and policies constraining
trade, access to markets and the development of the value chain livestock and meat sector.
Support the mobilization of livestock producer groups for the preparation of business plans proposals and facilitate the information on the livestock value chain fund (LCVF)
Assist the livestock officers in the units to implement the program, providing specific guidance on increasing the effectiveness and impact of the DRIVE project;
Looking from livestock perspective, during implementation of the DRIVE project, economically analyze the financial and income transformation that project made on pastoral communities
estimated around 250,000 families who will benefit from insurance and financial services, linkages between component 1 and component 2 and value chain enhancement activities. Prepare a report
on the gains realized with evidence-based data, situational, and progress reports;
Undertake the production of technical training manuals, materials of capacity building and awareness creation, coaching and mentoring on the DRIVE project and liaise with Zep-Rep on the
awareness campaign on index based livestock insurance to enhance community outreach to producer groups to ensure alignment of messages.
Perform the production of monthly and quarterly progress and implementation reports on training and awareness campaigns. Support ZEP-RE during trainings to strengthen the linkages between
component 1&2 e.g. to identify and strengthen the linkages between insurance uptake and livestock value chains development including creating linkages between insurance groups and livestock
value chains production groups.
Document case studies and best practices, prepare lessons learnt during the implementation of the project on livestock value chain enhancement, risk financing models, pastoral market
inclusion, livestock traceability systems, unified certification services, success stories of animal assets protected and lessons learned based on the community and member state feedbacks and
MoLFR observations from the field. Deliverable of this is measured in presentations to stakeholders and dissemination of lessons learned.
Provide technical support to the Ministry of Livestock, Forestry and Range in the identification of policy gaps, compliance and shortage of regulatory frameworks of both national and
international/ regional levels to ensure Somalia livestock production practices are meeting global standards to boast increased value chain and livestock trade through DRIVE project.
As the ministry’s senior livestock specialist consultant, conduct continuous technical assessment, contribute and advise MoLFR alongside the implementer of the component 1 and state
ministries of livestock on the applicable UAI at each component target location; Unit areas of insurance (UAI) are subject to the conditions of locations. The advisor participates in the
UAI’s validation on behalf of the Ministry to contribute with ministry inputs
To ensure best, quality and equitable extension of seed capital to pastoral groups and pastoral traders centered around livestock economy, develop classic mechanism and strategy to link
outcome of such investment into the local export transit markets so that DRIVE project investment returns get visible in its economic success; Promotes links between pastoral beneficiaries and
export traders.
Create linkages between livestock value chain investments and export markets to increase market lead productivity in the value chains including supporting showcase best practices in
identified successful livestock value chain investments. Supporting reports and publications will be shared for future references and evaluation of success at the end of the project
Consulting with the livestock sector development strategy (LSDS), develop roadmaps for more opportunities of risk financing and continuation of such DRIVE project intervention on livestock
sector and pastoral households;
Engage with other governmental stakeholders and international and regional partners in advocating for sustained livestock drought index insurance at times of harsh spills where availability
natural pasture is limited due to climatic droughts;
The Senior livestock specialist will endeavor establishing liaison with other regional DRIVE beneficiaries of the project for sharing knowledge and solutions with regard the outputs of the
two components of the project in order Somalia livestock production and commercial significance is enhanced;
Promote strategic sustainable livestock sector investment through the assurances of the DRIVE activities that will tackle the complex challenges of livestock trade barriers in collaboration
with MOCI in Somalia. Assist the Ministry, the focal point of the MLFR and M&E Officer design a simple M&E framework for quantitative reporting on performance of the DRIVE project by
the MLFR
Perform visits to the Federal States to supervise project implementation and coach and mentor Federal States staff.
Selection Criteria: The selection will be based on qualification, experience and skills of the candidate and followed by an interview. The qualifications, experience and
competencies include:
Minimum masters’ degree in livestock production and animal husbandry, veterinary science, agricultural economy with livestock production option, or a relevant field, targeting on
livestock and pastoral economy development through climate financing.
Experience working on issues relating to commercial livestock sector development in areas such as animal resources, marketing, livestock traceability and trade, food safety and animal feed.
Minimum 10 years of experience on project development, livestock economy; preferably in Somalia and of which at least some tenures should be in the areas of pastoral and Agro-pastorals
economic, trade and value chain development.
Proved experience in the preparation of policies on livestock trade, value chains revival and climatic shocks-oriented insurance strategies.
Solid understanding and proved track record of professional experience on how pastoral and agro-pastoral production & and marketing systems, and dryland resources management can be
developed including best practices and approaches.
Experience in structuring risk financing training, institutional capacity development with particular specialization of livestock value chains and associated best policies.
Experience in working with governmental institutions i.e. livestock sector is preferred.
Practical Experience in designing results oriented and quality project progress reports. This must be upheld by solid knowledge of producing qualitative and quantitative comprehensive
narrative reports.
Excellent professional communication skills of English and Somali in both written and verbal.
Excellent computer and analytical skills including Microsoft Office tools (Word, Excel, PowerPoint, etc.).
Ability to provide inputs into the following livestock areas: livestock identification traceability, standards, food safety, feed resources and trade facilitation.
