Assignment Title: PRELIMINARY DESIGN AND MAIN DESIGN OF FLOOD PROTECTION OF JABLANICA RIVER AND GRAVITATING TRIBUTARIES AT THE SECTION FROM MEMORIAL CENTER TO THE GRADISKA -BANJA LUKA HIGHWAY

The Bosnia and Herzegovina has received/ financing from the World Bank toward the cost of the Sava and Drina River Corridors Integrated Development Program (SDIP), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include development of PRELIMINARY DESIGN AND MAIN DESIGN OF FLOOD PROTECTION OF JABLANICA RIVER AND GRAVITATING TRIBUTARIES AT THE SECTION FROM MEMORIAL CENTER TO THE GRADISKA -BANJA LUKA HIGHWAY

The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below.

The Republika Srpska Ministry of Agriculture, Forestry and Water Management / Agriculture Project Coordination Unit now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The selected Consultant should be a qualified firm or Joint Venture (J/V) consortium The

The Consultant shall be legal person with the following:

• Appropriate license for development or revision of technical documentation for hydrotechnical phase for objects for which permit is issued by the competent Ministry of the Republika Srpska..
• The Consultant shall prove that in last five years (since 2020 to the moment of publishing the tender document) has successfully finalized at least as follows:
• Development of complex hydrological and hydraulic models for calculation of design run off and establishing calculated hydrogram, for the short rain and heavy rain.
• Development of the Preliminary design and Main design of the river watercourse which means hydraulic calculations, stability calculations and technical solutions respecting torrential character (fluid with component of suspended and bed load),.

The shortlisting criteria are:

Details of the referenced assignments would include the total contract(s) value and service(s) value, location(s), number of staff involved in the contract(s)/service(s), name and contact details of the Employer(s), name of partners for contract(s) execution, source(s) of financing, type of services provided, period of services provided contract(s), a brief description of the contract(s)/service(s), contract completion date.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (July 2016, revised November 2017 and August 2018) (Procurement Regulations), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with Consultant’s Qualification-based Selection (CQS) method set out in the Procurement Regulations.
