Contract Title: Construction of Water Pans within Turkana County, - Batch 1 Water Pans

1. The Government of the Republic of Kenya (GoK) has received financing from the World Bank toward the cost of The Horn of Africa Groundwater for Resilience Project, Kenya. (HoAGW4RP), and intends to apply part of the proceeds toward payments under the contract for Construction of Water Pans in Turkana County.

2. The Water Resources Authority (WRA) now invites sealed Bids from eligible Bidders for Construction of Water Pans - Batch 1 (Kapoua Waterpan, Kachilia Waterpan, Kalimapus Waterpan, Emuria Waterpan, Nadunga Waterpan, and Kangetit Sand Dam) in Turkana County as detailed below:

• Kapua Waterpan - Capacity 20,000m3
• Kaachilia Waterpan - Capacity 30,000m3
• Kalimapus Waterpan - Capacity 30,000m3
• Emuria Epat Waterpan -Capacity 11,600m3
• Naadung’a Waterpan - Capacity 11,600m3
• Kangitit Sand Dam
• Ancillary Works -Construction of Cattle troughs, intake and draw off facilities.

3. Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised in September 2023, 5th Edition (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations.

4. Interested eligible Bidders may obtain further information from Water Resources Authority, Agatha Njuguna, info@wra.cgo.ke and inspect the bidding document during office hours 0800 to 1700 hours local time from Monday to Friday, except public holidays. at the address given below.

5. Bids must be delivered to the address below on or before 10TH April 2026 at 10.00AM

. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly

opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 10TH April 2026 at 10.00AM

6. All Bids must be accompanied by a Bid Security of KES 2,500,000.00 (Kenya Shillings Two Million Five Hundred Thousand) in the form of a Commercial bank guarantee and shall be valid for 152 days.
