Background:

The government of the Republic of the Gambia, under the World Bank (WB) Infrastructure Project has received an IDA Grant in an indicative amount equivalent to US$52.56 million available through The Gambia’s national IDA. The bank intends to apply a portion of this grant to eligible payments under a consultancy contract for the provision of Consultancy Services for the Development of Electricity Anti-Theft and Infrastructure Protection Regulation.

The consulting services include Consultancy Services for the Supervision, Design Review, and Contract Support for the NAWEC Rural and Urban Electrification Subcomponent

The Central Project Coordination Unit – Ministry of Finance and Economic Affairs now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.:

• Information about firm’s capacity and 15years in offering services/business of design and supervision of energy projects
• ii) At least 3 consulting experiences in the areas of electricity energy supervision in Sub Saharan Africa.
• iii) Technical and managerial capability of the firm
• iv) Specific Experience in relation to similar assignments conducted in the last 5 years.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (July 1st, 2016, revised in November 2017, August 2018 January 2020, seventh edition March 2025) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality Cost Base Selection (QCBS) set out in the Procurement Regulations.
