Assignment Title: Consultancy for the Preparation of an Analytical Report on the Youth in OECS Data for Decision Making (DDM) Project Beneficiary Countries- Grenada, St Lucia and St Vincent and the Grenadines

The Organisation of Eastern Caribbean States (OECS) Commission has received funding from the World Bank toward the cost of the OECS Data for Decision Making (DDM) Project and intends to apply part of the proceeds for Consultancy for the Preparation of an Analytical Report on the Youth in OECS Data for Decision Making (DDM) Project Beneficiary Countries- Grenada, St Lucia and St Vincent and the Grenadines.

The overall objective of the Consultancy is to is to provide robust statistics and indicators that will be used to enhance the quality of life of young people in the DDM Beneficiary Countries (Grenada, St Lucia and St Vincent and the Grenadines) by informing fiscal, social, economic, and health-related policies, programmes and measures targeting youth and using Population and Housing Census (PHC) data.

The assignment is expected to be undertaken over a period of three (3) month period.

The OECSC now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The minimum required qualifications and experience are listed in section 7 of the Terms of Reference (TOR) below. The details of the services required are available in the TOR, which is available on the official website: www.oecs.org.

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, Fifth Edition, September 2023 (‘Procurement Regulations’), setting forth the World Bank’s policy on conflict of interest.

Individual Consultants wishing to signify their interest in undertaking the prescribed services are to submit an Expression of Interest (EOI) providing information demonstrating that they have the required qualifications and relevant experience to perform the services (Curriculum Vitae, description of similar assignments, etc.).

An Individual Consultant will be selected in accordance with the World Bank’s Procurement Regulations for IPF Borrowers, Fifth Edition, September 2023.

CONSULTANCY FOR THE PREPARATION OF AN ANALYTICAL REPORT ON THE YOUTH IN OECS DATA FOR DECISION MAKING (DDM) PROJECT BENEFICIARY COUNTRIES- GRENADA, ST LUCIA AND ST VINCENT AND THE GRENADINES

  • ABOUT THE OECS

The Organisation of Eastern Caribbean States (OECS) is an International Inter-governmental Organisation dedicated to regional integration in the Eastern Caribbean. Its vision for 2020-2024 is "A better quality of life for the people of the OECS". Its mission is: "To drive and support sustainable development through regional integration, collective action and development cooperation". The OECS came into being on June 18th, 1981, when seven Eastern Caribbean countries signed a treaty agreeing to cooperate and promote unity and solidarity among the Members. The Treaty became known as the Treaty of Basseterre, named in honour of the capital city of St. Kitts and Nevis, where it was signed.

  • PROJECT BACKGROUND

The Organization of Eastern Caribbean States is implementing a regional statistical capacity building project, financed by the World Bank Group, with Grenada, Saint Lucia, and Saint Vincent and the Grenadines (Participating Countries). The OECS Data for Decision Making (DDM) Project (called “Project” going forth) comprises five components that will be implemented over a five-year period. At the national level, Component 1 and Component 2 of the Project will strengthen national statistical systems through (i) statistical modernization and capacity building, and (ii) data production, analysis, and dissemination, with a focus on the population and housing census, living conditions surveys, labor market surveys, and agricultural census. At the regional level, Component 3 of the Project will support the OECS Commission’s mandate for regional integration and the strengthening of the regional statistical system. Component 4 will support project implementation, and Component 5 will provide a contingency option for immediate surge funding in the event of a national emergency. The OECS Commission will be responsible for the implementation of Component 3. The Project aims to improve the capacity of participating countries to produce and publicly disseminate statistical data for country and regional level analytics, which will enable greater data-driven decision making at both the national and regional levels.

  • INTRODUCTION

Youth account for over 30% of the population of the OECS and are widely recognised as major contributors to the advancement of the societies of the OECS Region. The importance of youth to the future of the OECS cannot be overemphasized as they play a critical role driving social change, promoting socio-economic development and ensuring long term sustainability of our societies. The OECS commitment to providing opportunities for the empowerment of youth is reflected in policy directives such as the Youth Empowerment Strategy (YES) which seeks to equip and empower the region’s youth to lead and fulfill their potential and to ensure that OECS Youth are healthy, educated and empowered citizens who are preparing today to own tomorrow.

OECS YES focuses greater attention and action on issues directly affecting OECS youth. The goal of this initiative is to develop a Youth Empowered Society by focusing on key areas crucial to young people including Citizenship & Identity, Employment & Entrepreneurship, Creativity & Culture, Environment & Sustainable Development, Education & Training, Child & Youth Protection and Healthy Lifestyles.

While it is widely recognised that this significant segment of the population is a major force for development, there are no comprehensive and harmonised statistics that examine the current status and challenges facing youth in the OECS Region.

To fill this gap the OECS DDM Project has undertaken to commission a report on the status of youth in the OECS in key areas of youth development including demography, social development, employment, education and training, spatial distribution and migration, living conditions, health, social protection, ICT, and crime among others.

  • GOALS AND OBJECTIVES

The goal of the report is to provide robust statistics and indicators that will be used to enhance the quality of life of young people in the DDM Beneficiary Countries (Grenada, St Lucia and St Vincent and the Grenadines) by informing fiscal, social, economic, and health-related policies, programmes and measures targeting youth and using Population and Housing Census (PHC) data.

Objectives

  • To provide a systematic and comprehensive analysis of the demographic, social, economic, gender and other structural characteristics of youth in OECS countries using statistics and indicators compiled from the last two censuses conducted in these countries.
  • To address current knowledge gaps and information needs about the status of young people related to their demography, economic activity, health status, access to services and other socio-economic and living conditions and highlight youth, gender and development issues.
  • To widen accessibility and availability of data and statistics on youth and enhance the utility and quality of this information used by researchers, policymakers, service providers, planners, and the general public.

This Terms of Reference (TOR) outline the scope of work, responsibilities and deliverables expected from the Consultant. The report will analyse Population and Housing Census data from the 2010 and 2020 Rounds of Census in the three (3) DDM Countries- St Lucia, Grenada and St Vincent and the Grenadines.

To achieve the objectives of the Consultancy, the topics to be analysed using Census data from 2010 and 2020 PHCs will comprise the following broad domains:

  • Brief overview of Censuses in the three countries and assessment of the quality of data on young people from the Censuses;
  • Population change and demographic analysis: this domain should examine the size, growth and composition of the young population, and include standardised measures – for example sex ratios, dependency ratios, median age – and describe trends in these indicators over time and across countries;
  • Social characteristics: analysis of ethnicity, religious affiliation, marital and union status and living arrangements;
  • Migration and spatial distribution of the young population: this will examine place of birth, place of residence, lifetime, recent and international migration, urban-rural distribution of young population and other relevant indicators related to migration and geographic distribution of young people;
  • Literacy, education and training: literacy rates of young people, levels and patterns of education attained, fields of training, educational participation of young people;
  • Economic activity: the analysis of this domain will include labour force participation, unemployment, employment by occupation, industry, economic activity, educational attainment;
  • Health, fertility and disability (including disability and its intersections with economic activity): This domain should include an analysis of the young population with chronic diseases/NCDs and longstanding disabilities, type of disabilities, economic activities of young people with disabilities, access to health insurance, teenage and youth fertility;
  • Household headship, housing characteristics and living conditions: households headed by young people, sex and gender;
  • Youth access to and use of ICT e.g. Internet, computers, and mobile phones.
  • Access to social protection: (gaps in) coverage of key social protection and social assistance programs, contributions of these programs to household income;
  • Access to social amenities such as water supply, sanitation, housing quality, ownership of household assets;
  • Exposure to crime experienced by young people.

For all domains the Consultant will conduct a structured and comparable analysis across the three countries. The analysis should identify key patterns, and gender disparities, highlight cross-country similarities and differences, and document major changes over time, focusing in particular on developments between the 2010 and 2020 census rounds. To facilitate comparisons across countries, all descriptive results and analyses should utilize harmonised indicators, definitions and classifications consistent with international statistical standards. All analyses should be disaggregated by relevant population subgroups i.e. age, sex, geographic location, urban-rural classification, and other relevant groups as appropriate.

The relevant youth-related SDGs and SDG Indicators should also be discussed and presented for each domain. The information presented in each domain should be described and summarized using concise narrative explanations in non-technical language, supported by tables, charts, maps that highlight the most salient patterns, trends, disparities and insights across countries and over time. The implications, policy relevance and evidence-based recommendations of each domain should also be described. Each domain should include a table of concepts and definitions and glossary of terms and a list of Youth Policies relevant to the Domain and links to these Youth Policies.

  • SCOPE OF SERVICES

The consultant will be required to perform the following services and tasks remotely:

  • Develop a detailed inception report that includes the approach, workplan, tabulation plan, content and structure of the report, list of indicators, and statistics to be used, methodology and timelines for the preparation of the report;
  • Conduct research and relevant analysis to guide and inform the content of the report;
  • Produce a complete first draft report for review with replication files containing scripts to replicate analysis including tables, graphs, maps;
  • Produce a list of available SDGs and SDG Indicators related to youth for the three countries based on available PHC data
  • Attend and participate in meetings with the OECS Regional Data Governance Council (RDGC) Secretariat to discuss the progress of the assignment;
  • Produce power point presentation, visuals, maps and info graphics on each domain in the report with brief salient messages for social media and dissemination activities;
  • Produce a final report incorporating feedback and finalised for publication, and final replication files/outputs, and final modified databases.

The assignment is expected to be undertaken over a three (3) month period.

  • SELECTION REQUIREMENTS:
  • At least a Master’s Degree in Demography, Social Statistics, Social/Applied Demography or Sociology from a recognized university;
  • A Ph.D. in Demography or Social Statistics would be an added asset;
  • At least five (5) years of experience analysing national PHC and survey data and conducting demographic analysis;
  • Experience in analysing youth and gender dynamics would be an asset;
  • At least five (5) years writing and publishing with at least two (2) publication records (e.g. analytical reports, assessments, academic papers, journal articles, working papers, etc.);
  • Fluency in both written and spoken English;
  • Experience working in the OECS region and/or CARICOM region would be an asset.
  • REPORTING REQUIREMENTS / PROCEDURES

The Consultant shall report to the Project Manager of the OECS Data for Decision Making project, Chair and Statistician of the RDGC Secretariat.

  • ENVIRONMENTAL AND SOCIAL SAFEGUARDS

During implementation, the consultant will follow The World Bank Code of Conduct for engaging in activities such as workshops, consultations (https://documents.worldbank.org/en/publication/documents-reports/documentdetail/147281468337279671). The consultant will share the information to access the OECS Commission’s grievance mechanism.
