Assignment Title: Consultancy Service for Budget Preparation Improvement (From Line-item Budgeting to Program Based Budgeting), credibility and Transparency Consultancy

The Government of Somaliland has received financing from the World Bank toward the cost of Enhancing Public Resource Management Project (SERP) and intends to apply part of the proceeds for consulting services.

The Consulting Services (the Services) include five key areas: 1) designing a Program-Based Budgeting (PBB) framework. 2) establishing program classification systems and a Medium-Term Fiscal Framework (MTFF). 3) strengthening the budgeting, planning and controls of Somaliland government institutions which are counted in the national budget. 4) formulating a fiscal decentralization framework. 5) conducting capacity-building training and workshops. 6) promoting stakeholder engagement for budget transparency and recommendations for the 3-year PBB reform implementation.

The Somaliland Ministry of Finance and Economic Development (MoF&ED) now invites the eligible consulting firm (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. (Brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The short-listing criteria are as follows:

  • Core business of the firm and At least 10 years in business (general experience in public sector budgeting, fiscal decentralization Planning, or financial management,) particularly with the implementation of PBB and intergovernmental transfers in developing countries.
  • Experience of conducting similar assignments (At least 10 years of experience in implementing Program Based Budgeting (PBB) systems in developing countries, Extensive knowledge of public financial management (PFM) reforms, particularly PBB implementation in developing countries, experience in conducting institutional capacity assessments and designing training programs, proven track record in budget automation and digital PFM tools.
  • Experience of relevant services in familiarity with Financial Management Information Systems (FMIS) upgrades and integrations, prior experience in providing technical assistance to governments in developing countries, Ability to design and implement performance monitoring frameworks and indicators, demonstrated success in stakeholder engagement and consensus building, particularly with government ministries and development partners, strong project management skills, including planning, execution, and reporting.
  • Technical and managerial organization of the firm. (Provide the structure of the organization and CVs of staff). The Qualifications and Experience of Key Experts shall not be included in the shortlisting criteria]. Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing - Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017 August 2018, November 2020, September 2023 and March 2025, (Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the World Bank’s Procurement Regulations.

Expressions of interest (EOI) should be delivered (by e-mail or in person) in a written form in three (3) hard copies (if not by e-mail) to the address below by 17 February 2026 at 4:00 pm Hours (Hargeisa Time).
