Project: Project Name: Construction works of Bure Quarantine Clinic Facilities for Agricultural Input and Product Regulatory, under the Oromia Bureau of Agriculture.

Procurement Reference Number ET-OROMIA-BOA-FSRP-518557-CW-RFB/25

1. The Oromia Bureau of Agriculture has received a budget from the Ethiopian Food System Resilience Program financed by the World Bank (IDA) toward the cost of the Construction works of Bure Quarantine Clinic Facilities for Agricultural Input and Product Regulatory and intends to apply part of the funds to cover eligible payments under the Contract for the Construction works of Bure Quarantine Clinic Facilities for Agricultural Input and Product Regulatory located at Bure Woreda, Ilu Abba Bor Zone, Oromia Region.

2. The Bureau now invites sealed bids from eligible bidders of Category of GC/BC for the provision of all labor, materials, and equipment necessary for the Construction works of Bure Quarantine Clinic Facilities for Agricultural Input and Product Regulatory, under the Oromia Bureau of Agriculture

3. Bidding will be conducted through the National Competitive Bidding (NCB) procedures of Single-Stage, Two-Envelope system. To be eligible, bidders must submit:

• Valid Trade License for the current Ethiopian Fiscal Year.
• VAT Registration Certificate.
• Tax Clearance Certificate valid at the time of bid submission.
• Relevant Professional Competency Certificate from the Ministry/Bureau of Construction.

4. A complete set of Bidding Documents in English may be purchased by interested bidders upon submission of a written application to the address below and upon payment of a non-refundable fee of ETB 3,000.00 (Three Thousand Birr). The method of payment will be by deposit the fee into the Oromia Bureau of Agriculture CBE Account No. 1000007342105 and then Collect the SBD from the FSRP Management Unit (8th Floor).

5. Bids must be accompanied by a Bid Security of ETB 500,000.00 (Five Hundred Thousand) in the form of an unconditional Bank Guarantee or CPO, valid for 90 days beyond the bid submission date.

6. Submission and Opening: Bids must be delivered to the address below on or before February 10, 2026, 10:00 A.M. and the Bids will be opened in the presence of bidders" representatives who choose to attend at the same date on February 10, 2026, 10:30 A.M. Late bid will be rejected.

7. Employer Rights: The Bureau reserves the right to accept or reject any or all bids.
