The Government of São Tomé and Príncipe (GoSTP) has received a grant from the International Development Association (IDA) Donation to cover the cost of the Regional Statistics Project - SADC and intends to apply part of this grant to consultancy services for the Recruitment of a Consultant for the Analysis of data and Reports of the Household Budget Survey to support the National Statistics Institute (INE).

The specific objectives of this consultancy are:

Under the authority of the President of the National Institute of Statistics (INE), the Poverty Analysis Specialist’s primary mission is to work in close collaboration with the Technical Implementation and Coordination Team (TICT) of the Household Budget Survey (HBS) at INE and with other specialists, ensuring the processing, analysis, and interpretation of data, as well as the production of technical reports and official poverty indicators

Therefore, the Agência Fiduciária de Administração de Projetos (AFAP) invites qualified consultants to formalize their applications, attaching a Letter of Intent addressed to the General Director of AFAP, Curriculum Vitae, Copy of ID, and proof of training, experience in similar work, etc.

The selection criteria are as follows:

• A Master’s degree in Social or Human Sciences, or an equivalent qualification, particularly in the fields of Statistics, Economics, Sociology, Anthropology, Demography, or Mathematics, with specialization in poverty analysis;
• At least five (5) years of professional experience in data processing and analysis, production of monetary and non-monetary poverty indicators, and preparation of Household Budget Survey reports;
• Proven experience in drafting technical documents and strong analytical skills;

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank"s "Procurement Regulations for IPF Borrowers", February 2025 ("Procurement Regulations"), which sets out the World Bank"s policy on conflict of interest.
