Qualification Criteria1. The top eight (8) scoring Tenderers who have submitted their submissions to the Agencies by the closing date of this Pre-Tender Qualification stage and have met all the criteria stated in Clause 5 will be shortlisted and eligible to participate in Stage 2 of the tender.

2. Only Tenderers shortlisted from Stage 1 shall be invited to participate in Stage 2 of the tender. If any of the shortlisted Tenderers are unable to submit their tender proposal for Stage 2, they shall be required to inform the Agencies in writing as soon as possible, citing the reason for declining the invitation.
