4. The Ministry of Energy & Dams now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
5. The shortlisting criteria are:
i). Core business and years in business: The firm shall be registered/incorporated as a consulting firm with at least 8 years of experience in monitoring and evaluation, Gender mainstreaming and GBV prevention and responses or related fields.
ii). Relevant experience: The firm shall demonstrate a proven track record of successfully executing and completing at least three (3) assignments in the provision of Third-Party Monitoring (TPM) services or projects of similar nature, both in scope and complexity. These assignments should have been conducted in operating environments comparable to South Sudan, particularly in fragile and conflict-affected situations. The firm should have experience working with multinational donor funded projects /or International NGOs, preferably in the Gender and GBV prevention and responses and education sector. The firm"s profile must provide detailed information for each relevant assignment, including the client"s name and address, scope of work, contract value, and project duration
iii). Firm must submit at least two technical reference documents from previous TPM assignments of a similar nature preferably in Africa region. These documents should clearly demonstrate the firm’s relevant technical expertise and the quality of deliverables provided in those assignments
iv), Technical and managerial capability of the consulting firm: The firm shall demonstrate having the required managerial, technical, and logistical capacity in the submitted firm profile. This includes the capacity to deploy and mobilize teams (staff/consultants) for the project tasks in a timely manner, secure travel and data collection arrangements in the project locations, and provide the relevant equipment, tools.
Key Experts will not be evaluated at the shortlisting stage.
6. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and revised September 2023, fifth edition (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest
7. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
8. A Consultant will be selected in accordance with the Consultant Qualification Selection method set out in the Procurement Regulations.
