1. Introduction
The Government of the Republic of Malawi has received financing from the International Development Association (IDA) of the World Bank toward the cost of the Food Systems Resilience Program (FSRP), and intends to apply part of the proceeds for consulting services.
The Ministry of Agriculture – Food Systems Resilience Program (FSRP) intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include Consultancy Services for Upgrading Environmental and Social Impact Assessment Report for Mpamba Irrigation Scheme.
2. Objective of the Assignment
The general objective of this assignment is to review and upgrade the Environmental and Social Impact Assessments (ESIA) report and ESMP for Mpamba irrigation scheme to align them to the environmental and social risk assessment as detailed in the World Bank Environmental and Social Framework (ESF).
3. Scope of the Services
The ESIA report will be upgraded in line with the international standards and the World Bank’s Environmental and Social Framework (ESF) and the World Bank Group Environmental, Health and Safety Guidelines (ESHG) and national environmental and social legislation.
Specific duties and responsibilities
It is expected that the consultancy will involve desk work, consultations with relevant stakeholders including field visit to the project sites.
4. Reporting Requirements
This overall assignment will be managed by the Ministry of Agriculture through the MFSRP. Technically and administratively, the consultant will work with PIU safeguards team and will report to the FSRP National Coordinator.

The assignment is for a period of 50 working days.
7. Conflict of Interest
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Seventh Edition, Dated September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
8. Submission of Expressions of Interest
Interested Individuals meeting the stated requirements should submit their Expressions of interest including updated detailed curriculum vitae (CVs) and copies of professional certificates must be delivered in a written form to the address below (in person, or by mail, or by fax, or by e-mail) by 28th January 2026 on or before 16:30 hours, local time.
