The Government of the Federal Republic of Somalia has received financing from the World Bank toward the cost of Somalia Food Systems Resilience Program (FSRP) and intends to apply part of the proceed for consulting services. The Consultancy service designed to conduct Value Chain Feasibility Study for Selection and Prioritization of High-Impact Agricultural & Livestock Value Chains in Southwest State, Somalia.

Primary Objective: Conduct an in-depth, data-driven value chain feasibility study to select and prioritize agricultural and livestock value chains with significant socioeconomic benefits in the Southwest State of Somalia. The study will inform targeted interventions under S-FSRP, ensuring that project activities align with the goals of enhancing food system resilience and promoting inclusive market development in the region.

Specific Objectives: The consultancy will achieve the primary objective through the following specific aims:

  • Conduct a rapid desk literature review by compiling existing studies, strategies, market reports, and socioeconomic data, identifying a long list of potential value chains aligned with national priorities, and reviewing policies, regulations, trade dynamics, and climate vulnerabilities to inform evidence-based value chain prioritization.
  • Develop value chain prioritization criteria: Use a systematic, evidence-based approach to identify high-potential value chains. Prioritization will consider economic contribution (e.g., market demand and profitability), growth potential, social impact (e.g., poverty reduction, gender equity, youth employment), and environmental sustainability (e.g., climate resilience and resource efficiency).
  • Data collection should combine statistical analysis, interviews, field visits, surveys, and community insights to inform long-list screening, after which multi-criteria scoring and ranking should be applied to generate a justified, evidence-based final shortlist of priority value chains.
  • For prioritized Value chains, Assess Production and Value Addition: evaluate current production volumes and identify productivity gaps. Examine opportunities for enhanced value addition at various stages, improved processing techniques, effective marketing strategies, and export prospects to maximize returns for value chain actors.
  • Analyze Constraints and Opportunities: Conduct a thorough analysis of constraints that hinder growth and efficiency across each value chain, including issues related to inputs, infrastructure, technology, financing, policy, and market access. Simultaneously identify untapped opportunities for innovation, efficiency gains, and market expansion.
  • Recommend Strategic Interventions: Based on the analysis, develop practical and financially feasible recommendations. These should include high-impact interventions to foster inclusive value chain development – ensuring benefits are broadly shared among farmers, pastoralists, processors, traders, and other stakeholders, with particular attention to women, youth, and other vulnerable groups.

The Consultant will undertake all the specific tasks detailed out in the Terms of Reference (TOR) and the service is expected to be conducted and reports delivered within sixteen (16) weeks from the date of commencement. The Ministry of Agriculture and Irrigation now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

The selection criteria are as follows:

  • Core Business of the firm and at least 7 years in business (General experience in agriculture sector, including proven capacity to conduct value chain analyses and implement agribusiness or market systems projects.
  • At least five years of experience in agriculture and food systems projects, particularly those addressing climate resilience, livelihoods, or food security or at least 3 similar contract that are substantially completed within the last 10 years
  • Experience in an environment similar to that of Somalia with strong knowledge of Horn of Africa agricultural dynamics and experience applying international best practices to value chain development; and
  • The technical and managerial organization of the firm and show Multidisciplinary team in the area agriculture and food systems projects such as Value Chain Specialist, Agriculture Specialist (Crop/Livestock), Agribusiness/Market Development Expert, Agricultural Economist, Financial / Investment Specialist, Data Management, Analysis Specialist & , GIS / Mapping Expert, Socio-Economic / Gender and Social Inclusion (GESI) Specialist. (Provide only the structure of the organization. Do not provide CVs of staff). Key experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing - Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017 August 2018, November 2020 and September 2023, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the World Bank’s Procurement Regulations. Interested Consultant may obtain further information at the address below during office hours from 8:30am to 3.30pm Mogadishu time (Excluding public holidays).
