Request for Expressions of Interest for Consulting Services
Assignment Title: Business Continuity, Enterprise Architecture (EA) Standards and Interoperability Framework

The Government of Saint Vincent and the Grenadines (GoSVG) has received financing from the World Bank toward the cost of the Caribbean Digital Transformation Project -CARDTP - (the Project) and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include the development and implementation of a standardised Business Continuity Management System (BCMS) and IT Disaster Recovery (IT DR) plans, policies, etc., for Government departments, as part of the Digital Government Standards, Business Continuity and Protocols (DGSSP) initiative. The scope includes conducting risk and business impact assessments, designing recovery frameworks, integrating cybersecurity initiatives such as ISMS and CERT, and developing government-wide business continuity strategies and policy templates. The expected duration of the assignment is no more than seven (7) months.
Scope of work
Design and deployment of a business continuity management system (BCMS) taking ISO 22301 as a reference, and establishment of government-wide business continuity processes and policies. IT DR is included in the scope of work. The enterprise architecture standards and interoperability framework are specific to the BCMS and IT DR.

The Ministry of Finance, Economic Planning and Information Technology now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”, revised September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Least Cost Selection method set out in the Procurement Regulations.
