The Nile Basin Discourse (NBD) has received funding from World Bank through the Cooperation for International Waters in Africa Partnership to support the “Nile Civil Society in Climate Resilience (NCSCR) Project and intends to apply part of the proceeds for individual consulting services.” The project contributes to strengthening community engagement in climate-resilient transboundary water initiatives, and enhancing the capacity of the NBD to engage communities and stakeholders in Nile Basin cooperation programs, processes, and dialogues.
The Individual Consultant (Regional Manager) will be responsible for successful leadership, overall project/program, coordination, coordination of the gender program, management and implementation of the Secretariat and its activities, including day-to-day decision making, technical oversight, financial and technical reporting, coordination and reporting to project partners, line management of support staff, continuous resource mobilization. He/she will also provide strategic leadership to shape NBD’s long-term direction, set future organizational goals, and drive transformative initiatives that strengthen NBD’s relevance, sustainability, and impact across the Nile Basin.

The Nile Basin Discourse now invites eligible Individual Consultants to indicate their interest in providing the Services. Interested Individual consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria for the Individual Consultant include: (i) Advanced degree (PhD or Masters) in economics, public policy, development studies, disaster risk management, environmental science, or similar discipline; (ii) Proven experience in strategic planning, organizational transformation, and change management; (iii) Minimum 8–12 years of leadership experience in development organizations, NGOs, intergovernmental bodies, or international institutions with a sustained record of achieving high quality, substantive results in public policy and civil society engagement on water resource and/or environmental management; (iv) Experience in regional leadership and coordination across multiple countries and stakeholders; (v) Demonstrated success in fundraising from bilateral/multilateral donors, foundations or NGOs; this requires demonstrated evidence for past success in fundraising and resource mobilization; (vi) Demonstrated experience in managing multi-country programs and projects and also providing professional development guidance for staff; (vii) Excellent command of English; both speaking and writing; (viii) Strong interpersonal skills with a demonstrated ability to take ownership of problems and use of good judgment in decision-making; (ix) Outstanding organizational and project management skills with an ability to develop project plans from concepts and execute to conclusion; (x) Ability to successfully multi-task and deliver in a timely manner, with outstanding attention to detail and sense of urgency; (xi) Computer proficiency – Word, Excel, PowerPoint; (xii) Intellectual curiosity and a passion for impact-driven philanthropy; (xiii) A flexible, go-getting and proactive approach to work, and commitment to teamwork; and (xiv) Ability to develop and maintain reporting and project/program management systems.
The attention of interested Individual consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
The Individual Consultant will be selected in accordance with the Individual Consultant Selection (ICS) method set out in the Procurement Regulations.
The applicants should be from the Nile Basin countries. Qualified women are encouraged to apply.
