1. The Government of the Republic of Kenya (GoK) has received financing from the World Bank toward the cost of The Horn of Africa Groundwater for Resilience Project, Kenya. (HoAGW4RP) and intends to apply part of the proceeds toward payments under the contract for Procurement of the Drilling of Exploratory Boreholes – Lot 2 Mandera West and Elwak Aquifer Systems Mandera County

2. The Water Resources Authority (WRA) now invites sealed Bids from eligible Bidders for Procurement of the Drilling of Exploratory Boreholes – Lot 2 Mandera West and Elwak Aquifer Systems Mandera County Burmayo, Derwet, Khalafow, Alungu, Fincharo and Qarsa Damu as detailed below:

• Burmayo - Depth 580m ii) Derwet - Depth 600m iii) Khalafow - Depth 520m iv) Alungu - Depth 600m v) Qarsa Damu - Depth 600m

3. Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised in September 2023, 5th Edition (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations.

4. Interested eligible Bidders may obtain further information from Water Resources Authority, info@wra.go.ke and inspect the bidding document during office hours 0800 to 1700 hours local time from Monday to Friday, except public holidays. at the address given below.

5. Bids must be delivered to the address below on or before 27th February 2026 at 1200 HRS EAT

. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly

opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 27th February 2026 at 1200 HRS EAT

6. All Bids must be accompanied by a Bid Security of KES 2,600,000.00 (Kenya Shillings Two Million Six Hundred Thousand) in the form of a Commercial bank guarantee and shall be valid for 152 days.
