INVITATION FOR BIDS (IFB)

• Gida Ayana Woreda Agriculture and Land Office intends to apply part of the allocated budget under the Food System Resilience Program (FSRP), financed by the World Bank (IDA), toward payments for the Construction of Labu Aruse Small-Scale Irrigation Project (SSIP) located in GuteGudinaKebele, Gida Ayana Woreda, East Wollega Zone, Oromia Region.

Accordingly, the Office hereby invites sealed bids from eligible and qualified domestic contractors for the execution and completion of the works described below.

• Bidders must be registered in Category WWC-G5 and above and shall submit documentary evidence demonstrating compliance with the following requirements:
• Valid Certificate of Competency issued by the Ministry of Urban Development and Construction, Ministry of Water and Energy, Regional Water and Energy Bureau, or relevant Regional Construction Authority, renewed for the bidding period;
• Valid Commercial Registration Certificate;
• Renewed Trade License valid for the bidding period;
• Valid Tax Clearance Certificate for the bid submission date;
• TIN Registration Certificate;
• VAT Registration Certificate;
• Original Technical Proposal and Financial Proposal;

Contractors intending to participate as a Joint Venture (JV) shall comply with the applicable provisions of the bidding documents. Each partner of the Joint Venture must purchase and collect the bidding document prepared by the Woreda for this specific bid.

• Bidding will be conducted in accordance with National Competitive Bidding (NCB) procedures as specified in the World Bank Procurement Regulations.

4. The bidding method shall be a single-stage, two-envelope procedure, as detailed below:

(a) Technical Proposal

The Technical Proposal shall include:

• One Original,
• One First Copy,
• One Second Copy, and
• Bid Security (CPO),

Each was sealed separately and enclosed in one larger envelope clearly marked “TECHNICAL PROPOSAL.”

(b) Financial Proposal

The Financial Proposal shall include:

• One Original,
• One First Copy, and
• One Second Copy,

Each was sealed separately and enclosed in one larger envelope clearly marked “FINANCIAL PROPOSAL.”

(c) Outer Envelope

Both the Technical and Financial Proposals shall be enclosed in one wax-sealed outer envelope, clearly indicating:

• Name of the Bidder,
• Name of the Employer,
• Project Title, and
• Procurement Reference Number

5. Bids must be accompanied by a Bid Security of ETB 300,000.00 (Three Hundred Thousand Ethiopian Birr) in the form of only a Certified Payment Order (CPO) valid for a period of bid validity and must be addressed to Gida Ayana Woreda Agricultural & Land Office.

6. Interested eligible bidders may obtain further information and purchase the bidding documents from the Woreda FSRP Procurement Office during official working hours upon submission of a written application and payment of a non-refundable fee of ETB 500.00, starting from January 2, 2026.

7. Submission and Opening of Bids

• Bid Submission Deadline: On or before 10:00 A.M.,2/2/2026
• Bid Opening Date and Time: at 10:30 A.M., 2/2/2026
• Bid Opening Place: Office of Gida Ayana Woreda Vice Administrative

Electronic bidding shall not be permitted. Late bids will be rejected.

Bids will be opened in the presence of bidders’ representatives and any person who chooses to attend at the specified place and time.

8. Bids shall remain valid for a period of sixty (60) days from the date of the bid submission deadline & the construction of the work completed within 180 days starting from the commencement date of the work

9. The Employer reserves the right to accept or reject any or all bids and to annul the bidding process at any time before contract award, without thereby incurring any liability to bidders.
