TERMS OF REFERENCE
Engagement of a Monitoring Process Manager
BACKGROUND
The Ministry of Finance, Labour and Transfers (MFLT) of the Republic of Kosovo is implementing a pilot project for social assistance reform. The objective of the project is to improve the fairness and adequacy of the social safety net in Kosovo. Improving fairness will include the selection of SAS beneficiaries based on poverty status, providing more adequate benefits – including increased per-capita benefits for larger families – and ensuring that beneficiaries who are able to work benefit from activation measures.
To ensure that the poorest families benefit from social assistance, the Ministry will monitor the field visits conducted by around 60 monitors who will be engaged across all municipalities of the Republic of Kosovo. In this regard, the MFLT will engage a Monitoring Process Manager.
OBJECTIVE OF THE ENGAGEMENT
The main objective of this engagement is to ensure that the selection of beneficiary families for social assistance is carried out in a fair and merit-based manner. Monitoring field visits is considered essential to eliminate potential errors in the assessment process, which must be organized and supervised in the best possible way.
SCOPE OF WORK
The responsibilities of the Monitoring Process Manager are as follows:
EXPECTED DELIVERABLES
The Monitoring Process Manager will submit reports as requested, including all relevant information related to field visits, in accordance with the Project’s requirements.
DURATION AND PAYMENT
The engagement is expected to start at the beginning of January 2026 and last until December 2026, with the possibility of extension. The Monitoring Process Manager will be paid on a monthly basis €750.00 gross (including pension contributions and taxes). The position is full-time.

The Monitoring Process Manager will report monthly to the Project Coordinator and, as needed, to the Project Coordination Unit (PCU).

Interested candidates’ attention is drawn to Section VII, paragraphs 7.34, 7.35, 7.36, and 7.37 of the “Procurement Regulations for IPF Borrowers” (July 2016) of the World Bank, which define the Bank’s policies regarding conflict of interest. The selection of candidates will be conducted according to the Individual Consultant (IC) method, within the framework described in the Procurement Regulations and in accordance with the above evaluation criteria.
