ASSIGNMENT TITLE: Technical assistance for the preparation of three (3) Tourism Land Management Plans (POT) on the island of São Vicente: Flamengos, Palha Carga and Norte de Baía das Gatas

• The Government of the Republic of Cabo Verde has received from the International Development Association - IDA/World Bank (hereinafter referred to as the "World Bank") a credit to fund the Improving Connectivity and Urban Infrastructure in Cabo Verde Project. The Project aims to improve access for selected communities in Cabo Verde through climate-resilient urban and transport infrastructure.
• The general objective of this Consulting Service (“the Service”) is to hire a consulting firm with proven experience to develop the Tourism Land Management Plans (POT) for the island of São Vicente: Flamengos, Palha Carga and Norte de Baía das Gatas (hereinafter referred to as the Tourism Land Management Plans for the Island of São Vicente or POT of São Vicente). The Legislative Decree No. 4/2018, of July 6, is the legal basis for the preparation of this Plan.

The assignment is expected to take about 270 days from the date of signing the contract.

• The UGPE (the Client) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Relevant material submitted by the firms must not exceed 30 pages, overall.
• The shortlisting criteria are:
• Core business and years in the business;
• Relevant experience of the Consultants for the assignment;
• Specific related experience in Cabo Verde or in countries with similar conditions of Cabo Verde;
• Technical and managerial organization of the firms.
• Key Experts will not be evaluated at the shortlisting stage.
• The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”, dated July 2016 and revised in February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest published on the World Bank website, www.worldbank.org.
• Consultants may associate with other firms to enhance their qualifications, but must indicate clearly whether the association is in the form of a Joint Venture and/or a Sub-consultancy. In the case of a Joint Venture, all the partners in the Joint Venture shall be jointly and severally liable for the entire contract, if selected.
• A consultant will be selected in accordance with the Least Cost Selection (LCS) method set out in the World Bank’s “Procurement Regulations for IPF Borrowers”, dated July 2016 and revised in February 2025.
