1. Background

The Government of the Republic of South Sudan (GRSS), through the Ministry of Water Resources and Irrigation (MWRI), is implementing the Regional Climate Resilience Program (RCRP) and preparing the National WASH Project (NWP) with support from the International Development Association (IDA) of the World Bank. A Joint Project Implementation Unit (JPIU) has been established to oversee the two projects.

To strengthen fiduciary management and support effective implementation, MWRI seeks to recruit a qualified Finance Officer to support the Senior Financial Management Specialist (SFMS).

2. Objective of the assignment

The objective of the assignment is to ensure sound, transparent, and timely financial management of the Projects in accordance with:

  • World Bank Financial Management Guidelines
  • Financing Agreements
  • Public Financial Management and Accountability Act (2011) of South Sudan

The Finance Officer will support accounting, reporting, budgeting, cash management, audit preparation, and internal control compliance.

3. 4. The Ministry of Water Resources and Irrigation through the Regional Climate Resilience Program now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested individuals should provide information demonstrating that they are qualified to perform the services (Attach curriculum vitae (CV), Copies of documentary evidence of academic qualifications, Membership of internationally recognized professional body / bodies). The shortlisting criteria will consider the requirements mentioned in the TOR, including:

  • Bachelor’s Degree in Accounting, Finance, Business Administration, Economics, or a related field with 10 years of experience;
  • Master’s Degree with at least 5 years of post-graduate experience in public-sector or donor-funded financial management.
  • Minimum 3 years of direct experience working on World Bank–funded or other donor-funded projects (mandatory).
  • Strong knowledge of World Bank FM procedures and guidelines.
  • Experience in budget preparation, financial reporting, auditing, and use of accounting software.
  • Familiarity with the Public Financial Management and Accountability Act (2011).
  • Professional qualifications (ACCA, CPA, CIMA) are an added advantage.

5. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” First Published July 2016 and revised Seventh Edition September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

6. An Individual Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Procurement Regulations. Government officials or civil servants of the Republic of South Sudan will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six months prior to the date of the advert; and (ii) their employment will not create Conflict of Interest. An invitation to an oral interview will follow for shortlisted candidates.
