• The Palestinian Ministry of Health has received financing from the World Bank toward the cost of the Health System Efficiency and Resilience Project, and intends to apply part of the proceeds toward payments under the contracts for the Supply and Installation of Medical Equipment.
• The Palestinian Ministry of Health now invites sealed Bids from eligible Bidders for the Supply and Installation of Medical Equipment, as follows:
• Lot 1 –Neonatal & Infant Care Medical Equipment.
• Lot 2 –Critical Care Medical Equipment.
• Lot 3 –Surgery & Operating Room Medical Equipment.
• Lot 4 –X- Ray Imaging Equipment
• Lot 5 –Ultrasound Imaging Equipment
• Lot 6 –Laboratory Equipment
• Lot 7 –Anesthesia & Ventilation Medical Equipment.
• Bidders may Bid for one or several contracts, as further defined in the Bidding document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid.
• Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
• Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 50% and for Bid cost: 50%.
• Interested eligible Bidders may obtain further information from the Palestinian Ministry of Health, attn: Mohannad Aqel (email: maqel@hsrsp.ps), and may inspect the bidding documents at the MOH Procurement Unit (for local bidders) or request an electronic copy by email (for foreign bidders)..
• The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of US$300. The method of payment will be Bank Deposit in the following bank account:

• Bids must be delivered to the address below on or before 10 December, 2025 at 11:00 a.m. (local time). Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 10 December, 2025 at 11:00 a.m. (local time]. All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.
